H5N1 Now in "Remote" Russia

H5N1 is now confirmed in some truly remote areas of Russia.. if you are depending on location to save you, forget it, it doesn't get much remoter than the steps of Siberia, yet they are being slammed.

Worse, Russia has done the stupidest thing they could do... They "Quarantined" the villages.. no one in, no one out.. what does a bird care about a quarantine?

We knew it would happen, when a pandemic occurs, there will be rationing and triage decisions made to protect and treat in the absence of sufficient supply of vaccine and antiviral agents. Here is a proposed plan for immunizing against influenza and treatment priorities for those ill with the flu:

Federal Advisory Groups Recommend Priorities for Vaccination and Antivirals During a Pandemic

On July 19, 2005, the National Vaccine Advisory Committee (NVAC) and the Advisory Committee on Immunization Practices (ACIP) held a joint meeting to make additional recommendations to the draft Department of Health and Human Services (HHS) Pandemic Influenza Preparedness and Response Plan. In development since 1993, the plan was released in draft form on August 26, 2004, and a final plan is expected by August 1, 2005.

The two committees voted on priorities for distribution of limited supplies of influenza vaccine and antivirals and made recommendations for the role of the federal government with regard to purchase of vaccine in the event of a pandemic. The committees considered available epidemiological data, recommendations from bioethicists and stakeholder groups (e.g., medical and healthcare organizations, vaccine manufacturers, public health and patient advocacy groups), and current estimates of stockpiles and production capacities.

Ultimately, it was recommended that the following groups receive vaccine as it becomes available during a pandemic, in the order listed in the table below.

The advisory committees also made the following additional recommendations:

The federal government should purchase all influenza vaccine during a pandemic.
Antiviral drugs in quantities sufficient for responding to a pandemic should be stockpiled: 133 million courses to treat all who are infected and to provide prophylaxis for HCWs and patients at highest risk of infection (40 million courses is the minimum that would support critical pandemic responses).
Oseltamivir should be the primary drug stockpiled; Zanamivir should be stockpiled for use against oseltamivir resistant viruses. Zanamivir may be the preferred drug for pregnant women.
If antiviral supplies are limited, treatment and prophylaxis during a pandemic should be prioritized as follows:
a. Treat patients hospitalized with influenza;
b. Treat HCWs with direct patient contact and EMS workers;
c. Treat pandemic health responders, public safety and key government decision makers;
d. Treat other high risk outpatients;
e. Provide post-exposure prophylaxis in certain environments (e.g., nursing homes);
f. Provide prophylaxis for EMS and HCWs and in emergency rooms, ICUs, and dialysis units;
g. Treat outpatients;
h. Provide prophylaxis for highest risk outpatients;
i. Provide prohylaxis for other HCWs with patient contact.

The advisory committees acknowledged the importance of, but did not make any recommendations regarding the outstanding issues of vaccine liability, stockpiling of syringes and other medical supplies needed for a pandemic response, and distribution of vaccines and antivirals during a pandemic.

Health officials in New York are working with increasing urgency to develop a defense in case a deadly strain of influenza begins to spread widely.

The city and state health departments are concerned about a dangerous strain of avian flu that continues to sweep across Asia, infecting millions of birds. While the virus is not easily transmissible from person to person at this point, scientists are worried about the theoretical possibility that it could combine with a more common form of influenza and become a rapidly spreading killer.

Estimating the Toll of an Influenza Pandemic in New York CityNew York City health officials have been meeting every two weeks since February to develop a response plan. They hope to have an updated draft ready in the next few weeks. At about the same time, the state hopes to have its draft plan ready as well.

"It may never happen," said Dr. Isaac Weisfuse, a deputy city health commissioner who is leading the flu planning, referring to the development of the strain. "But on the scale of emergency planning, this is high on the list."

As part of their preparations, the leaders of the frontline forces of New York's disaster preparedness teams will run a "tabletop" simulation involving more than a dozen city and state departments next month that will envision the city facing a situation similar to the outbreak of Spanish flu in 1918, which left at least 33,000 dead in the city alone. At least 20 million to 40 million people died worldwide. The exercise is designed to test the emergency response system by challenging leaders to make quick decisions and seeing if and where communication breaks down or resources run out.

If a pandemic similar to the one of 1918 occurred today, as many as 2.8 million New York City residents could be infected within months, sending more than 200,000 to the hospital and clogging the morgues with 400 deaths a day during the peak infection period.

The plans being developed by the city and state are likely to include recommendations on the stockpiling of equipment and drugs. However, those decisions may be delayed as city and state officials wait to see federal plans.

With a vaccine for the strain of influenza referred to as avian flu A(H5N1) many months away from final testing and production, most of New York's planning is being done on the assumption that there will be no vaccine available to prevent illness and only limited drugs to treat patients and help protect essential workers. City and state officials say they are considering stockpiling Tamiflu and other anti-viral drugs that have shown some effectiveness at combating the virus, but they are waiting to see the national plan before they spend millions of dollars.

Still, it is not clear how effective any drug will be against a mutated strain. Therefore, the response plans will set a framework for dealing with some of the more delicate issues that would have to be addressed in event of pandemic flu, such as when and where to establish quarantines and how to deal with sick people entering the region by airplane. Health officials are also thinking through the risks and benefits of measures like canceling public gatherings, ordering businesses shuttered and closing schools. The challenges are as basic as getting people to cover their mouths when they sneeze and as complex as increasing the capacity of laboratories to do testing.

"In February, very basic things were on the table," Dr. Weisfuse said. "Now we are focusing on some of the tough issues."

The plans will also try to provide a comprehensive communications strategy to quell public fear as well as provide orderly guidance on where to seek assistance, something that many critics say was poorly coordinated during both the anthrax attacks in 2001 and the flu vaccine shortage last year.

However, city and state officials have little control over perhaps the most vexing problem: how to help bolster the preparedness of hospitals at a time when the general health infrastructure of the state is financially troubled and overburdened even without an emergency.

The heightened concern stems from the fact that avian flu continues to spread across Asia, moving from poultry to migratory birds and infecting humans who have eaten contaminated meat. Sick birds have been found from Vietnam to Siberia, tens of millions of which have died either from the virus or from government decisions to kill sick birds so they do not spread the virus.

Estimating the Toll of an Influenza Pandemic in New York CitySince 2003, about 100 people have been infected, mainly from eating sick birds, and half of them have died. If the strain does mutate to become easily spread among humans, it would likely have a lower mortality rate, but would be far more devastating, because it would be so widespread.

If avian flu combines with a more common human strain, the results could be devastating. Influenza has a relatively short incubation period, only one to four days. In addition to making quarantine extremely difficult, it also means that a particularly potent strain can bring death quickly, leading victims to cough up blood and struggle for breath.

For two years, the federal government has been working on national plans and would have the lead role in dealing with any pandemic. But experts agree that local health departments would largely have to fend for themselves, as resources would be stretched to the breaking point everywhere.

Health officials are also wary of overreacting, as the federal government did in the 1970's, ordering millions of doses of vaccine to combat what it thought was the imminent threat posed by swine flu. After many patients had adverse reactions to the vaccine, the program was aborted. In the end, there was no pandemic, and the government faced more than $1 billion in claims from those who were vaccinated.

New York has developed a sophisticated system to analyze health data from hospitals and doctors, searching for patterns that health officials hope will alert them to an outbreak of avian flu early.

While health workers may be limited in how they can treat the illness because of a shortage of medicine, at the very least it would help give hospitals valuable time to prepare for an influx of patients.

In 1918, the first hint that Spanish flu was in New York came in August. But it was not until October that the health department began to take extraordinary measures to deal with the outbreak. By then, hospitals were in a state of confusion, unable to cope with numbers of sick and dying.

Belatedly, Dr. Royal S. Copeland, the city's health commissioner, set up a central clearinghouse of information about where hospital beds were available.

The state now has a hospital tracking system, called Herds, that allows officials to share information about bed capacity as well as the availability of equipment and medicine. But during last year's flu vaccine shortage, many private doctors, who are not in the network, felt left out of the information loop, a problem city officials now acknowledge.

The city has a Health Alert Network to inform doctors about the latest news in the event of an emergency, but only a small percentage of the health care providers in the city are signed on to the network.

But the most significant problem in 1918, as it would most likely be today, was the sheer inability of hospitals to deal with a sudden surge in patient demand, a problem compounded by the failure of nurses and trained hospital workers to show up during the crisis.

"The biggest weak link is hospital capacity," said Dr. Irwin Redlener, director of the National Center for Disaster Preparedness at Columbia University.

Since Sept. 11, officials have wrestled with trying to increase hospitals' surge capacity for even a onetime catastrophic event. Pandemic flu would place far greater stress on the system, lasting for weeks if not months.

Susan C. Waltman, a senior vice president at the Greater New York Hospital Association, sad that if a pandemic occurred, hospitals would consider discharging all but the most critically ill. Elective operations would probably be postponed and only seriously ill patients would be admitted to the hospital. She said hospitals were also exploring alternative sites to house patients or set up triage centers, although there are no specific locations selected.

Additionally, engineers are studying the ventilation systems in many hospitals to see if it is possible to create isolated sections so that an already difficult situation is not made worse by having the entire facility contaminated.

"The real issue is trying to control transmission," Ms. Waltman said.

Many hospitals have recently redesigned their emergency room entrances so that the acutely ill can enter without coming into contact with others in the building, she said.

Suggesting steps for the public is more difficult. Getting people to wash their hands and cover their mouths when they cough is critical, but also hard to control. Even a seemingly simple measure, like telling people to wear surgical masks, is more complicated then it first appears. It turns out, according to city health officials, that masks have not been shown to be effective at limiting transmission and might create a whole new problem of disposal.

MEMBERS of Britain’s elite have been selected as priority cases to receive scarce pills and vaccinations at the taxpayers’ expense if the country is hit by a deadly bird flu outbreak.

Workers at the BBC and prominent politicians — such as cabinet ministers — would be offered protection from the virus.

Ken Livingstone, the London mayor, has already spent £1m to make sure his personal office and employees have their own emergency supplies of 100,000 antiviral tablets.

If there is an avian flu pandemic in the coming months there would be enough drugs to protect less than 2% of the British population for a week.

The Department of Health has drawn up a priority list of those who would be first to receive lifesaving drugs. Top of the list are health workers followed by those in key public sector jobs.

Although senior government ministers would be among the high-priority cases, the department said this weekend that it had not decided whether to include opposition politicians.

BBC employees would be protected because the corporation is required to broadcast vital information during a national disaster.

Politicians and the media have been placed before sick patients, heavily pregnant women and elderly people by government planners.

Yesterday, leading BBC presenters were surprised to learn that they would be given preferential treatment. Jeff Randall, the BBC’s business editor, said: “Are you really telling me that I am on a priority list for bird flu jabs? Marvellous. I always knew there would be an advantage from working at the BBC.”

John Humphrys, presenter of BBC Radio 4’s Today programme, said: “I think if I were offered the jab I would probably pass it on to someone 40 years younger than me.”

Nick Clarke, presenter of BBC Radio 4’s World at One, said: “I’m sure I wouldn’t qualify. My programme has news and comment and the one thing you can do without in a pandemic is comment . . . They would want to have Huw Edwards and reassuring newsreaders on radio.”

Fears that a “doomsday” virus may sweep the world have been heightened by the recent spread of the lethal strain of avian flu, H5N1. The death toll, estimated at 120, has been of people whose work brought them into close contact with infected birds. Scientists have warned that millions could die if H5N1 mutates.

The Department of Health would not currently be able to cope with such an onslaught. Although it has ordered 14.6m doses of Tamiflu, an antiviral drug thought to be effective against the H5N1 strain, only 900,000 doses are in stock so far. The full supply will not be delivered until March 2007, at a total cost of about £100m.

Besides the NHS and BBC, firemen, police and the armed forces are among those listed in the two top-priority groups to receive the vaccine.

During this afternoon's White House press conference President Bush confirmed that he would attempt to impose military curfews and quarantines in case of a flu pandemic occurring in the United States.

The comes on the heels of a majority of the nation's governors rejecting the Bush administration's proposal to use active-duty military assets in providing disaster relief. Understanding this in the context of Hurricane Katrina, this means total gun confiscation and enforced evacuation at gunpoint.

Bush stated, "If we had an outbreak somewhere in the United States, do we not then quarantine that part of the country, and how do you then enforce a quarantine? When -- it's one thing to shut down airplanes; it's another thing to prevent people from coming in to get exposed to the avian flu. And who best to be able to effect a quarantine? One option is the use of a military that's able to plan and move."


This is the same justification that Bush used throughout the Hurricane Katrina debacle. The crisis was made worse by intentional federal sabotage of the relief efforts that were being conducted by the local government in New Orleans. FEMA were cutting communication lines and denying food, water and oil shipments to the critically affected areas. This led local Sheriffs to set up armed patrols to keep FEMA out of their county zones.

The elimination of Posse Comitatus via natural disasters which are then intentionally sabotaged by government, is one of the Bush administration's major goals. Bush has openly announced his plan to have the Pentagon usurp power over State's rights.
Posse Comitatus allows for the use of the military for relief efforts only, not for law enforcement. This is why Bush is trying to eliminate the 1878 law, because his ideal of military involvement in crises is one of quarantines, checkpoints, mandatory vaccinations, curfews and evacuations, and not of providing relief or infrastructure protection.

We have been warning for years that natural disasters would be used as a means of placing active duty military on the streets of America. People are not buying into the scam that we need a police state to fight Al-CIAda terrorists so this is the next step. Today it's hurricanes, in five to ten years it will be the threat of asteroids and meteors.

The message is the same, you have no right to protect yourself and we will confiscate your firearms if you even try. The truth is that throughout history government has never been able to adequately protect the people and to forcefully take that mantle only makes matters worse.

Is the threat of a bird flu pandemic a red flag or is it simply a means of creating a false scarcity so that everyone runs out and buys the antidote fearing an imminent outbreak?

We should be wise to remember that the revelation that the Bush cabinet was on Cipro, the anthrax fighting antibiotic, only emerged in the media after the anthrax attack was in process, not before.
Therefore it seems more likely that this is a ruse to line the pockets of the government affiliated pharmaceutical companies.

One thing is clear, if this outbreak did occur then the justification to suspend Constitutional rights will be flaunted to its maximum exposure. Back in April President Bush added pandemic influenza to the list of diseases for which quarantine is authorized.

China's zealous martial law tactics in dealing with SARS, home detention, curfews, mandatory vaccinations, restriction of travel, are the model for what could unfold in the US.

The federal blueprint for the exact same scenario was released and picked up by the Associated Press a year ago.

This will make ID cards and airport security checks look like a tea party.

And when this flu pandemic happens who will we blame? Surely not US scientists playing around with the deadly 1918 Spanish flu virus at "less than the maximum level of containment" according to the New Scientist magazine.

Bush's comments are clearly intended to acclimatize people to accept martial law in times of crisis caused by natural disasters or health pandemics.

With two more major hurricanes predicted to hit in October we should all remain vigilant and speak out against the government hijacking crises in order to implement their jack-booted police state agenda.

The Avian Flu Fright: Politically Timed for Global “Iatrogenocide”

If avian flu becomes more than a threatened pandemic, it will have done so by political and economic design. This thesis is supported by current massive media misrepresentations, profiteering on risky and valueless vaccines, gross neglect of data evidencing earlier similar man-made plagues including SARS, West Nile Virus, AIDS and more; continuance of genetic studies breeding more mutant flu viruses likely to outbreak, inside trading scandals involving pandemic savvy White House and drug industry officials, curious immunity of these pharmaceutical entities over the past century to law enforcement and mainstream media scrutiny, and published official depopulation objectives. With the revelations and assertions advanced herein, the public is forewarned against this physician-assisted mass murder best termed “iatrogenocide.”* This genocidal imposition is expected to serve mainly economic and political depopulation objectives.


In April, 2003, a social experiment called SARS, said to have arrived from Asia, heavily struck Toronto. I was there throughout most of this Asian flu-foreshadowing fright. This bizarre new pneumonia-like illness was named Severe Acute Respiratory Syndrome. It was said to be the latest threat in an ongoing series of attacks on humanity by mysteriously mutating "supergerms."

A careful study of the scientific and medical-sociological correlates and antecedents of this “outbreak” revealed something amiss far more insidious than SARS. I critically considered Toronto’s media reaction as any Harvard-trained public health expert in media persuasion behavioral science might. The scourge had all the earmarks of a novel social experiment conducted by white-collar bioterrorist.

It seemed clear to me that this unprecedented population manipulation effectively indoctrinated the mass mind in support of a grossly ineffective, albeit legislated, public health response in advance of the arrival of "the Big One." Throughout the “SARS Scam,”(1) repeated references were made to biological agents that might facilitate decimation of approximately a third to half of the world's population. Having extensively reviewed political population control literature and contemporary objectives of leading global industrialists, I noted these predictions were in close keeping with current official population reduction objectives.(2)

Canada’s response to SARS in 2003 was, for the first time in history, directed by the United Nations and World Health Organization (WHO). Having reviewed the intimate financial and administrative ties between these organizations, the Rockefeller family, Carnegie Foundation, and the world’s leading drug makers, “the fox,” in essence, reigned over Canada’s “chickens.”

The truth about plagues includes the fact that “no grand pandemic ever evolved divorced from major socio-political upheaval." SARS advanced a political agenda more than a public health emergency. If public health officials earnestly intended to prevent these new emerging diseases, or successfully treat them at their roots, I repeated, they would study their obvious origins from the merged military-medical-biotechnology arena. A basic course in medical sociology simply justifies this utilitarian counsel.

"Experts" had been predicting the arrival of a super-plague for decades. What was HIGHLY SUSPICIOUS about the mysterious and terrifying arrival of SARS, however, was its timing. It synchronously arrived with the global war on terrorism, and the Anglo-American war with Iraq. It seemed a convenient distraction from the fact that the earlier Bush administration had shipped Saddam Hussein most of his deadly biological weapons arsenal including anthrax and West Nile Virus. SARS was pathognomonic (i.e., symptomatic and characteristic) of what I had predicted and explained in the book, Death in the Air: Globalism, Terrorism and Toxic Warfare (Tetrahedron Publishing Group, 2001;, a prophetically-titled text that predated the 9-11 attacks on America by several months, and provided a contextual analysis of certain globalists’ links to recent “outbreaks.”

In essence, I provided insight into the broad application of a new form of institutionalized "bioterrorism" consistent with state sponsored biological warfare. Saddam Hussein was said to have exposed populations in his and adjacent lands with biological and chemical weapons of mass destruction. SARS and the current avian flu fright is sanctioned by military-medical-pharmaceutical-petrochemical industrialists likewise operating above the law in many documented instances. Having testified before the U.S. Congress, I personally experienced how premiere pharmaceutical industrialists direct our political-economic representatives in government. Emerging diseases complement the political "War on Terrorism," and our bioterror-influenced culture. This agenda serves two primary objectives: profitability and population-reduction.

Political Reality Versus Mass-Mediated Myths

The ever increasing madness around us is eerily consistent with globalist think tank recommendations for the current "conflicts short of war." Beginning in the late 1960s, "economic substitutes for standard militarization" were sought and found by leading global industrialists. New biological threats, the “war on terrorism,” and increasing numbers of “natural disasters” including space-based threats and superstorms were considered economically and politically expedient compared with the first and second world wars. These “conflicts short of war” were decidedly more manageable and economically viable. For this reason, especially their profitability, they were leading options among Anglo-American policy makers.

Nelson Rockefeller’s protégé, Henry Kissinger, for instance, as National Security Advisor (NSA) under Richard Nixon, oversaw foreign policy while considering Third World population reduction "necessities" for the U.S., Britain, Germany, and other allies. This Bush nominee to direct the 9-11 conspiracy investigation, a reputed war criminal, then selected the option to have the Central Intelligence Agency (CIA) develop biological weapons, according to the U.S. Congressional Record of 1975. Among these new man-made biological weapons were germs far deadlier than the avian flu.

For example, by 1968, when Kissinger requested and received updated intelligence on useful “synthetic biological agents“ for germ warfare and population control, mutant recombinant flu viruses had just been engineered by Special Virus Cancer Program researchers O’Conner, Stewart, Kinard, Rauscher and others.(3) During this program, influenza and parainfluenza viruses were recombined with quick acting leukemia viruses (acute lymphocytic leukemia) to deliver weapons that potentially spread cancer, like the flu, by sneezing. These researchers also amassed avian cancer (sarcoma) viruses and inoculated them into humans and monkeys to determine their carcinogenicity. In related efforts, Raucher et al. used radiation to enhance avian virus’s cancer-causing potential. These incredible scientific realities have been officially censored and generally neglected by the media’s mainstream.

Similarly, the Institute of Science in Society (IoSS) in London raised the genetic engineering question in the origin of SARS. “Could genetic engineering have contributed inadvertently to creating the SARS virus?” they asked. “This point was not even considered by the expert coronavirologists called in to help handle the crisis, now being feted and woed by pharmaceutical companies eager to develop vaccines.” Those living in glass houses should not throw stones. The above emphasis is added to show IoSS they had “not even considered” intentional SARS deployment in their scientific, allegedly unbiased, purview.(4)

Conflicts short of war, like the "War on AIDS," "War on Drugs," "War on Terrorism," "War on Cancer," and now “War on the Avian Flu” require sophisticated propaganda programs employing fear campaigns for social acceptance and popular support of legislated policies. These psychological operations (officially termed PSYOPS) for “command and control warfare” (technically called C2W), experts advise, best support the emerging "Revolution in Military Affairs" (RMA). The RMA‘s capabilities include "a form of human slavery" in which the world’s captive populations would not know they are enslaved.(2)

The RMA undoubtedly incorporates the use of debilitating biologicals and chemical agents most generously on behalf of drug and vaccine makers. A classic example is the toxic carcinogenic organophosphate pesticides deployed against human populations, said to target “mosquitoes,” in the "War Against the West Nile Virus." Such "non-lethal warfare" agents, as these are militarily termed, are indeed deadly, but mortality results slowly from toxic exposures allowing more profits to be made by allied pharmaceutical and medical industrialists. Victims of the "non-lethal" exposures die slowly from chronic debilitating diseases. Expensive hospitals and long-term care facilities are virtual concentration camps. The ailments generated for “iatrogenocide” include the plethora of autoimmune diseases and newer cancers virtually non-existent 50 years ago. This fact, alone, strongly suggests a genocidal socio-economic and political agenda.

Avian Flu for Profit

In response to SARS, senior fellow at the Hudson Institute in Washington, Michael Fumento, published an economic thesis in Toronto related to the one I advance here. The "Super-bug or Super Scare," he wrote was published in Canada’s National Post. Canadians were warned to "quarantine themselves," wear masks, and in some cases stay home. The Ontario Health Minister declared a "health emergency," as the media dubbed the "mysterious killer" a "super-pneumonia.” Recoiling from the hype, Fumento asked and answered a few “real questions . . . How lethal, how transmissible, and how treatable is this strain?” The answers, he concluded, “leave no grounds for excitement, much less panic.” The same may be said for this new curse of avian flu.(1)


At this writing, the avian flu is said to have killed “about 65 people” in Southeast Asia during the past two years! Little to no data is available on these individuals who most commonly had immune-compromising medical conditions. Further, all deaths were in Asian countries with questionable health services.

Conversely, other forms of flu kill more than 40,000 North Americans annually, generally the immune-compromised elderly.


According to USA Today (October 9, 2005), “European health officials are working to contain the [avian flu] virus, which so far has not infected anyone in the region.” Although, allegedly “more than 140 million birds have died or been destroyed, . . . and financial losses to the poultry sector have topped $10 billion.” This propaganda actually admits, “the current virus, known as H5N1, has not yet mutated to the point at which it can easily spread from person to person.” In fact, it is likely to have never spread from person to person other than during laboratory handling!(5)


“The U.S. Senate has already approved a $3.9 billion package to buy vaccines and antiviral medications, and the Administration is also preparing a request for an additional $6 billion to $10 billion,” according to a current BusinessWeek report.( 6)

“Beam me up Scottie, there is no intelligent life on this planet.” This largely explains why the public puts up with this deadly deception. Even USA Today bemoans, “there is no human vaccine yet.” So how come the U.S. Senate is rushing to spend all these billions for an avian flu vaccine?

I suppose we should overlook the fact that the current frightening strain of H5N1 avian flu virus has never readily jumped from human to human, and not commonly from birds to humans either. Thus, an effective vaccine can only be prepared by mutating this virus, thus creating what the world fears most. Let me explain. . . .

To make the human vaccine specific for the H5N1 mutant virus, you must start with the human virus which does not yet exist, except in perhaps military-biomedical-pharmaceutical laboratories. In fact, this is precisely what is being prepared based on news reports. To produce the human pathogen, the avian virus must be cultured for lengthy periods of time in human cell cultures, then injected into monkey and ultimately humans to see if these experimental subjects get the same feared flu. Thus, the flu virus the world currently fears most is either: 1) now being prepared in labs paid by industrialists with massive wealth-building incentives to “accidentally” release the virus; or 2) has already been prepared in such labs to take advantage of this current fright and future sales following the virus’s release.

Remember, to be effective against a virus, a vaccine is said to require specificity. If authorities were to now have the main H5N1 avian flu strain feared to spread at some future date there’s no assurance by the time they developed the vaccine the strain would remain sufficiently the same for the vaccine to be effective anyway due to expected viral mutations. Viral mutations over time is a function of the agent’s newness. New man-made viruses, laboratory creations, like the ones currently being prepared for vaccine trials, are less stable not having evolved over the millennia. Thus, the entire vaccine effort is largely, if not entirely, a sham with ulterior motives.

Remember too, that a vaccine’s reliability requires years, or at least months, of testing in the targeted population. Vaccine injury data must, or should, be meticulously collected over this period to assure the vaccine is not killing and maiming more persons than it is helping or saving. Can you seriously believe this assurance will be provided by government or pharmaceutical industry officials in this pandemic’s wake? FEMA’s failed Katrina response pails by comparison to this public health liability and vaccine-injury certainty.

I say “vaccine-injury certainty” because of the extensive list of newly developed vaccinations, highly touted when brought to market, that caused horrific results. This list includes the first swine flu vaccine, polio vaccines, smallpox vaccine, anthrax vaccine, hepatitis B vaccine, and most recently Lyme disease vaccine that crippled approximately 750,000 people within months of its release and prior to its recall by the FDA.

Most people fail to realize all vaccines carry a list of ingredients that typically increase human disease and death (i.e., morbidity and mortality). These include toxic elements and chemicals such as mercury, aluminum, formaldehyde and formalin (used to preserve corpses), MSG, foreign genetic material, and risky proteins from various species of bacteria, viruses, and animals that have been scientifically associated with triggering autoimmune disorders and certain cancers. A growing body of scientific evidence strongly suggests vaccines are largely responsible for increasing cases of autism and other learning disabilities, chronic fatigue, fibromyalgia, Lupus, MS, ALS, rheumatoid arthritis, asthma, hay fever, allergies, chronic draining ear infections, type 1 autoimmune diabetes, and many, many more pandemics. These chronic ailments are said to require long-term medical care for the patients’ management causing toxic side effects resulting in America’s leading killer--iatrogenic disease. That is, vaccines and other pharmaceutical industry inventions are literally killing or disabling millions with little effort on the part of government officials and their drug industry cohorts to arrest this scourge.

For all we know, governments are ordering an avian flu vaccine that will precisely deliver this pandemic to the world to affect population control. Absurd thesis? Read on.

BusinessWeek expects avian flu vaccine stockpiling by government officials will help the Sanofi-Pasteur company on behalf of Sanofi-Aventis and Chiron. “Tamiflu,” it reported is an antiviral manufactured by Roche, . . . considered effective against avian flu. . . . The U.S. owns enough for 4.3 million people, with more on order.” BusinessWeek failed to report: 1) Tamiflu’s safety and effectiveness has not been determined in people with other chronic medical conditions--a significant percentage of the U.S. population-- and common side effects of this drug include nausea, vomiting, diarrhea, bronchitis, stomach pain, dizziness, headaches, and much, much more; 2) Roche (Hoffman-LaRoche) was found guilty of price fixing the world’s supply of vitamins in 1999 as part of the global petrochemical/pharmaceutical cartel evolved from Nazi-Germany‘s I.G. Farben organization;(2)(6) and 3) Sanofi-Aventis’s corporate colleagues include Merck, a company that received a lion’s share of the Nazi war chest at the end of WWII, whose earnings plunged after the withdrawal last year of its deadly Vioxx arthritis drug. According to recent news reports, Merck is partnering with Sanofi-Aventis to produce the world’s first sexually-transmitted-cancer vaccine to be given to prepubescent boys and girls.(7) Merck is infamous for having developed the first hepatitis B vaccines that triggered the international AIDS pandemic according to published scientific research and stunning documents reprinted in this author’s national bestselling book.(3)(8)

In the weeks and months following the 9-11 attacks on America, I traced the widely publicized anthrax mailings "mystery" to U.S. Central Intelligence Agency (CIA) commissioned biological weapons contractors with ties to Britain's MI6, Porton Down, and this same Anglo-American pharmaceutical cartel.(9) The anthrax mailings fanned fears of bioterrorism throughout America and economically served primarily vaccine and drug makers with administrative and financial links to these avian flu profiteers.(10)

People willingly relinquish their civil rights and personal freedoms in the wake of such engineered frights. The passage of the infamous "Homeland Security Act" in America, and its counterpart in Canada, are classic examples of this societal direction, forced legislation, and egregious manipulation.

Why Asia?

How convenient that Asia is said to be the origin, as with SARS, of this latest plague when Chinese-Anglo-American relations are strained to say the least.

In the days preceding the emergence of the first SARS cases, America raced to the Pacific Rim to impact escalating aggressions on the Korean peninsula. Communist China--a "most favored" trading partner with America--is politically allied with several American enemies, including those said to possess weapons of mass destruction, including Iraq. Coincidental? Not likely when viewing the larger political picture involving the Ango-American oligarchy's RMA, its global enterprises, and instigated planet-wide "conflicts short of war."

Consider also the fact the media's mainstream has been heavily influenced, if not entirely controlled, by multi-national corporate sponsors protecting and advancing the interests of a relatively small number of global entities. Also recall that the focus of news providers, on any given day or hour, results from intelligence agency directives, according to reputable authorities including myriad retired news officials and intelligence officers. So ask and answer the following intelligent questions:

* Why have American military officials, beginning with Secretary of Defense William Cohen during the Clinton years, publicized America's greatest vulnerability lies in the realm of biological weapons wielded by terrorists? Is this not a form of treason against the United States to relay such sensitive intelligence to potential enemies through the mainstream press?

* Why does the mainstream media continue to foretell of the expected arrival of the "Big One"-an influenza virus that will produce a super-flu that will kill billions of people, like the "Spanish flu" did between 1918-19, while totally disregarding the individuals, organizations, and laboratories that have labored to produce these weapons of mass destruction? Even the devastating Spanish Flu virus has been, literally, unearthed for further study and, do you suppose, deployment?

* Why was the "Spanish flu" influenza virus called the "Spanish flu" when it originated, by historic accounts, in Tibet in 1917? It is said that Spanish newspapers were the only ones reporting on the great plague due to their neutrality over World War I politics. However, Spain was as dear to America then as Communist China is to the United States today. The "Spanish flu" was named such following two decades of disputes between America and Spain over colonization of the Caribbean Islands, Hawaii and the Philippines beginning with the Spanish American war that ended in the Philippines in 1902. In fact, the grand Spanish flu began in military camps. Does this history appear to be repeating?

*Doesn't it make sense that America is being manipulated, if not targeted, for the purpose of advancing globalistic agendas, central among them is population reduction?

The "Big One"

As mentioned above, during the 1960s and early 1970s, military biological weapons contractors with intimate ties to leading drug industrialists prepared mutants of influenza and para-influenza viruses recombined with acute lymphocytic leukemia viruses. In other words, they stockpiled a quick spreading cancer virus which may also be deployed.(3)

Alternatively, many infectious disease experts and government health officials oblivious to this scientific reality say this avian flu might be the 'Big One." Several days ago, the United Nations released a report that stated as many as 150 million people worldwide might die from this avian flu.

Emma Ross of the Associated Press reported on SARS as the World Health Organization (WHO) launched its "crisis plan to attack" the Severe Acute Respiratory Syndrome. WHO, as you may recall, is a U.N. sponsored organization that is rumored to have helped spread AIDS to Africa by way of contaminated hepatitis B and/or polio vaccinations. There is a reasonable amount of evidence to support this contention.(1)

More disconcerting, the U.N. is known to be heavily influenced by Rockefeller family members and their petrochemical-pharmaceutical interests. History shows Rockefeller fortunes built the U.N. building in New York City. During WWII, the Rockefeller family and their Standard Oil Company supported Hitler more than they did the allies according to court records. One federal judge ruled Rockefeller committed "treason" against the United States. Following WWII, according to attorney John Loftus-an official Nazi war crimes investigator-Nelson Rockefeller persuaded the U.N.'s South American voting block to favor Israel's creation only to assure secrecy regarding his support for the Nazis. Earlier that century, John D. Rockefeller joined Prescott Bush and the British Royal Family in sponsoring the eugenics initiatives that gave rise to Hitler's racial hygiene programs. During the same period the Rockefeller family virtually monopolized American medicine, American pharmaceutics, and the cancer and genetics industries.(2, 3)

Today, the Rockefeller family, its foundation, U.N. and WHO remain at the forefront of administering "population programs" designed to reduce world populations to more manageable levels. As per an advertisement in Foreign Affairs--a prestigious political periodical published by the David Rockefeller directed Council on Foreign Relations--the U.S. population is being targeted for a 50% reduction.(2)

"We've never faced anything on this scale with such a global reach,” said Dr. David Heymann, of the WHO, not regarding the avian flu, but SARS.

"This is the first time that a global network of [Rockefeller-directed infectious disease ‘surveillance’ outposts and] laboratories are sharing information, samples, blood, pictures," added Dr. Klaus Stohr, a WHO virologist coordinating labs internationally. "Basically overnight, there are no secrets, there is no jealousy, there is no competition in the face of a global health emergency. This is a phenomenal network.”(1)\

NEW YORK (Reuters Health) Oct 14 - A strain of H5N1 avian influenza virus resistant to oseltamivir (Tamiflu) has been isolated from a patient in Vietnam, according to a brief communication to be published on October 20 in the journal Nature.

However, the oseltamivir-resistant virus remained sensitive to a second antiviral agent, zanamivir (Relenza), suggesting that this drug should be stockpiled along with oseltamivir to prepare for a possible avian flu pandemic.

Dr. Yoshihiro Kawaoka, from the University of Wisconsin, Madison, and colleagues report that a 14-year-old girl had received prophylactic treatment with 75 mg oseltamivir per day for 3 days last February. On day 3, the resistant strain was isolated. After doubling the dose of oseltamivir for 7 days the patient recovered.

Gene sequencing of the isolate revealed a single point mutation in the viral neuraminidase conferring resistance oseltamivir.

The authors note that the patient had no known direct contact with poultry, but had cared for her older brother when he was sick with the H5N1 virus, suggesting possible human-to-human transmission.

When used to infect ferrets, viral titers were higher for highly oseltamivir-sensitive clones than for clones resistant to oseltamivir, suggesting that the resistance mutation made it less pathogenic. However, the resistant clones remained sensitive to zanamivir, another neuraminidase inhibitor.

The Bush administration, battered by criticism over its hurricane response, is getting the nation prepared for a possible travel ban and other restrictions in the event of a worldwide flu outbreak.

Improving vaccines is expected to take center stage as President Bush announces his strategy Tuesday to battle the next flu pandemic, whether it is caused by the worrisome Asian bird flu or some other super-strain of influenza. Preparations are expected to cost at least $6.5 billion.

States and cities are awaiting their first specific instructions on such things as who should get limited doses of vaccines and the antiviral medications Tamiflu or Relenza.

Topping that list are workers involved in manufacturing flu vaccine, health workers caring for the ill, and other first responders such as police and ambulance drivers, said a public health specialist shown a recent version of the plan.

In his speech Tuesday at the National Institutes of Health, Bush will first note that it will take more than the federal government to battle a super-flu, said White House spokesman Trent Duffy.

"America has this tough-it-out strategy when you get sick," Duffy said. "You aren't helping yourself or the country going to work when you get ill. You are potentially threatening a greater health issue if you send children to school when they are sick."

Pandemics strike when the easy-to-mutate influenza virus shifts to a strain that people have never experienced before, something that has happened three times in the last century. While it is impossible to say when the next super-flu will strike, concern is growing that the bird flu strain known as H5N1 could trigger one if it mutates to start spreading easily among people. Since 2003, at least 62 people in Southeast Asia have died from H5N1; most regularly handled poultry.

The nation's strategy starts with attempting to spot an outbreak abroad early and working to contain it before it reaches the United States.

International cooperation "represents a best hope of stopping the lightning spread of a pandemic," Duffy said.

There is a possibility that a pandemic would force restrictions of international travel and commerce, he said _ one reason the plan will stress improved vaccine manufacturing here.

Today, most of the world's vaccine against regular winter flu, including much of that used by Americans each flu season, is manufactured in factories in Britain and Europe.

The government already has ordered $162.5 million worth of vaccine to be made and stockpiled against the Asian bird flu, more than half to be made in a U.S. factory.

But the administration plan, to be released in more detail on Wednesday, calls for more than stockpiling shots. It will stress a new method of manufacturing flu vaccines _ growing the virus to make them in easy-to-handle cell cultures instead of today's cumbersome process that uses millions of chicken eggs _ as well as incentives for new U.S.-based vaccine factories to open.

Such steps will take several years to implement, but the hope is that eventually they could allow production of enough vaccine to go around within six months of a pandemic's start.

"The notion is that prevention beats therapy," said Dr. William Schaffner of Vanderbilt University, an influenza specialist who advises the government on vaccination and has received some information about the plan.

Hoping to spur the long-awaited pandemic plan, the Senate last week passed $8 billion in emergency funding for Bush to spend on the preparations.

OLEAN -- Last week's column warned of imminent federal legislation that would toss powerful pharmaceutical companies billions of dollars and complete protection from liability suits in case untested and experimental bird flu vaccines damage American recipients. It drew heavy response.

The bill (S. 1873) -- a big congressional wet kiss to the drug industry -- is dressed up in a noble-sounding title: "Biodefense and Pandemic Vaccine and Drug Development Act."

In essence, however, it would force Americans to receive inoculations against a disease that has yet to kill one of them, while removing their constitutional right to seek redress in our courts in case of injury or death from the shots because of company negligence. The proposal, now moving its way through the Senate, would also ban citizens from using the Freedom of Information Act and other popular informational laws to discover whether the new vaccine (when it is finally produced) was effective and safe, and even whether anyone had suffered adverse reactions to it.

Some of the e-mails and letters were laudatory, but sadly and predictably, many readers missed the point.

One wrote that I could only have reached my conclusions if I started from the position that the pharmaceutical companies were "evil" and that the World Health Organization, the Centers for Disease Control, and "practically every virologist and epidemiologist in the world is part of a conspiracy." Or was I saying that I have "some sort of privileged information that H5N1 influenza will never mutate and begin to infect humans and even if it does, it won't reach the USA?"

He ended by quoting some venerable Chinese philosopher's advice to "plan for what is difficult while it is easy, do what is great while it is small."

Well, yes, point taken on the aphorism -- but that's exactly the philosophical tack I'm following here: identifying a cancerous piece of federal business and dissecting it while it is still an undivided cell. If this bill -- which is absolutely laden with hidden agendas -- metastasizes into actual law, Senate 1873 could further ruin an already devastated national health care system.

Sure, the bird influenza that has killed 62 Asians may mutate into easily contractible flu for humans. I acknowledge that. It may soon reach the United States. I acknowledge that. But my beef is the thematic hidden agenda in this dangerous Senate bill that is designed to protect wealthy corporate contributors from any consequences of money-motivated, irresponsible scientific research and development. The legal precedent would be ruinous and take decades to set right.

One thing the bill-backer friends of Big Pharma are trying to slip through with this legislation is a market exclusivity provision that would extend patents on hugely profitable drugs that are about to evolve into the category of cheaper generic medicines.

Further, it would prohibit federal drug buyers from contracting with generic medicine makers to save taxpayers billions of dollars -- a current admirable practice.

Further, it would allow federal health officials to purchase medicines, vaccines and other palliatives by simple fiat without taking bids.

Further, and most onerously, the bill would vastly broaden the definition of products eligible to be characterized as "countermeasures" to terrorism -- in other words, potentially classifying commonly purchased substances like ibuprofen and aspirin as terrorist-fighting devices.

I'm not the only one who's noticed the exclusivity aspect of this legislative turkey.

The Coalition for a Competitive Pharmaceutical Market (CCPM) is an unusually broad-based national coalition of organizations powerful on Capitol Hill in representing employers, health insurers, chain drugstores, generic drug makers and pharmacy benefit managers.

Last week, this huge group urged the Senate to revise the "biodefense" bill to remove the broadened definition of terrorism "countermeasures" because the proposal allows it to be done "in a way that could grant existing everyday medicines -- rather than novel products related to (defense) against bioterrorism -- multiple years of additional market exclusivity."

This, contends CCPM chairman Annette Guarisco, "would unnecessarily drive up prescription drug costs for private and public payers without advancing our nation's bioterrorism preparedness."

Even the big health insurance companies and pharmaceutical management lobbyists were startled by the brazen provisions at the expense of common citizens Senate 1873 portends.

Mark J. Rubino, chief pharmacy officer for Aetna Inc., states, "For private and public purchasers seeking to provide consumers with therapeutically equivalent, but more cost-efficient generic drugs, the market exclusivity provision included in the Biodefense bill takes us in exactly the wrong direction."

Mark Merritt, president of the Pharmaceutical Care Management Association, said, "This drug monopoly extension proposal is a sweeping and unprecedented measure that would rewrite drug-patenting and force working families, the disabled, and seniors to pay more for their prescription drugs. Perhaps most troubling of all, this measure has moved forward without any regard to the cost (effects) it would have on on Medicare, Medicaid, and private payers. America's working families, seniors, and small businesses deserve better."

Some who read the column accused me of overstating the liability protections for Big Pharma contained in the bill. Surely, they wrote, I was guilty of hyperbole or making things up. Surely, federal legislators wouldn't remove the cherished American right to redress wrongs or seek compensation for uninvited injury.

Oh, yeah? The language seems pretty clear to me. It provides incredibly broad and iron-clad protection from any American seeking legal remedy from Big Pharma and just about everyone else involved in protecting against bird flu. Look up the draft bill's Section 319F-3 (a) if you don't believe me.

"Authority -- As provided in subsection (b), and subject to subsection (b) (1) C, a manufacturer, distributor, or administrator of a security countermeasure, or a qualified pandemic and epidemic product, or a health care provider shall be immune from suit or liability caused by or arising out of the design, development, clinical testing and investigation, manufacture, labeling, distribution, sale, purchase, donation, dispensing, prescribing, administration, or use of a countermeasure, or a qualified pandemic and epidemic product, described in subsection (b) (1) (a)."

That just about covers the waterfront, as they say. The only avenue of relief an injured vaccine or medicine recipient or survivor could follow is requesting an investigation of their allegation by the Secretary of Health and Human Services -- who would have to find "clear and convincing evidence" of "willful misconduct" that "caused the product to present a significant or unreasonable risk to human health and proximately caused the injury alleged by the party."

There are at least seven tough legal tests contained in that one paragraph. And if the HHS Secretary refuses to even investigate the complaint of injury or death, such decision is completely "within the Secretary's discretion and shall not be subject to judicial review."

If the secretary does find for the complaining injured party -- which is extremely unlikely -- the drugmaker or distributor or health care provider named in the determination can petition the federal court in the District of Columbia for "judicial review" of the HHS ruling. But no subpoenas shall be issued, "nor shall other compulsory process apply," and no third parties can intervene. The drug company appeal "shall automatically stay the Secretary's determination for the duration of the judicial proceeding."

There are six more pages of legal gobbledygook backing this up, one of them defining the scope of protection from lawsuit as extending to allegations "relating to, or resulting from the design, development, clinical testing and investigation, manufacture, labeling, distribution, sale, purchase, donation, dispensing, prescribing, administration, or use of product" defined as measures against pandemics or terrorism. There, is that specific enough for you? Is that an imaginative figment?

Interpretation of this congressional language: Pigs will fly backwards and upside down before the common citizen gets any redress or compensation for injury or death resulting from a bird flu vaccine or medicine.

Why are vaccine safety advocates so adamant that John Q. Public might get screwed by all this protect-Big Pharma bird flu legislation? Because it has happened before.

In the 1970s, the panic over swine flu led to an ill-advised vaccine push that crippled many recipients and cost the drug makers millions.

In the 1980s, a dangerously reactive vaccine against whooping cough injured and killed thousands when a safer foreign alternative was already available but stubbornly unapproved by the FDA.

In the 1990s, the federal health establishment insisted -- and still insists -- there is no connection between toxic mercury preservatives in mandated childhood vaccines and the astounding increase in autism (from 1 in 10,000 births to 1 in 166 births), despite ample scientific evidence to the contrary.

Experimental anthrax vaccine is still being tested on troops without informed consent, and was almost tested on infants until a big public fuss erupted.

The yearly hoohah over getting your flu shots to protect against contractible human flu results in less than desired protection because the scientists are always fighting the previous year's struggle that has already mutated or died out.

Both the federal government and big pharmaceutical firms will go to almost any length to protect themselves from blame when vaccines are involved.

Now we read the government experts and private researchers are predicting a minimum of 200,000 deaths and perhaps as many as 2 million deaths if the Asian bird flu mutates into a disease that can be passed from bird to human and then human to human.

"This is shoddy science at best and beyond belief that any reputable scientist could get away with such nonsense," writes Dr. Joseph Mercola, an alternative health physician and author of the popular Total Health Program. "Most of the people (in Asia) who acquired this infection were bird handlers who were in continuous contact with these sick birds. Does anyone in their right mind envision similar circumstances in the United States?"

The issue is certainly timely. This column's date of publication (Tuesday, Nov. 1) will see President George W. Bush go to the National Institutes of Health to tell us how he will spend -- at his executive discretion -- nearly $8 billion that was quickly added to the 2006 funding bill for HHS last Thursday in light of the concern over bird flu. He is expected to devote much of it to stockpiling vaccines once they are developed. The federal government has already committed to buying $162.5 million worth of experimental vaccines against the bird flu strain -- doses which may or may not protect humans -- from Chiron Corp. and Sanofi-Aventis. The feds are also ordering millions of doses of Relenza and Tamiflu, two human anti-flu drugs that seem to slow down the advance of bird flu but not completely halt it.

Meanwhile, the best possible outcome -- that the H5N1 bird flu strain fizzles out or never mutates to threaten humans -- is triggering a new concern among federal officials: that all the frantic warnings so far may have created a sense of public cynicism (or at least skepticism) over global health admonitions about pandemics.

"Will critics say we have been crying wolf?" worried HHS Secretary Michael Leavitt at the end of last week. Will the public "lose the sense of urgency we feel about this issue?"

Well, maybe, Mr. Secretary. But Americans would lend you a lot more credence if you ensured they were treated fairly.

Anti-viral compound added to face mask filters fights bird-flu virus

DOYLESTOWN, Pa., -- The Quigley Corp. announced that Quigley Pharma's QR-441 compound sprayed on respiratory mask air filters has been tested against avian influenza virus (H5N1) and human influenza virus (H3N2) with positive results.

Quigley Pharma's Charles A. Phillips, senior vice president said, "If there is an outbreak of Avian flu in our U.S. human population, initially it will be easier to distribute the formula as a spray to be used on the exterior of commercially available masks than to develop and distribute a new style mask using the compound. In an emergency situation, the spray formula's increased ability to stop the virus from penetrating these masks may help reduce viral transmission.

"In addition, we can develop new types of "active" masks utilizing the same technology designed for viral use," he said.

10 Facts You Need to Know

The concerns about avian influenza, a.k.a. bird flu, seem to have the entire world in an uproar. More than 150 million domestic ducks and chickens have been sacrificed throughout Southeast Asia, China, Russia and Eastern Europe in an attempt to stop the spread of the virus. Billions of dollars are being allocated to the development of a new “pandemic” vaccine and the stockpiling of two drugs, Tamiflu and Relenza, which are touted to “treat” the infection. The hysteria in the United States has risen to the point where President George Bush allocated resources toward preparing to use the military to enforce quarantines and perhaps even to enforce mandatory vaccination.

What is really going on? Is a pandemic going to develop that will stop all commerce for months and put an end to Western civilization as we know it?[1] What tactics are being used to scare us into believing these measures are necessary?

A level-headed examination of 10 important facts shows that the prevailing alarmist point of view is inaccurate, irresponsible and self-serving.

1. The death rate from H5N1 infection is highly overstated.

Between Dec. 26, 2003 and Oct. 24, 2005, there were 121 confirmed H5N1 infections and, of those, 62 have reportedly died. That makes the “apparent” death rate just over 51 percent, ranking this infection among the most deadly on record.

However, thousands of mild and asymptomatic cases are going undetected as detailed by Dick Thompson, a spokesperson for the World Health Organization (WHO). In an interview granted to CIDRAP (Center for Infectious Disease Research and Policy) News on March 9, 2005, Thompson said that the case-fatality rate had been overstated. Documented cases were those where the patients were sick enough to seek medical care in a hospital and, predictably, they had very poor outcomes. He concluded, “Surely others were infected and either not getting sick or not getting sick enough to seek treatment at a hospital. Factoring those into the CFR [case-fatality rate] has been impossible. We simply don't know the denominator.”[2]

To illustrate, if 62 people died, but 10,000 had actually been infected, the death rate would be 0.62 percent, essentially insignificant. Therefore, without knowing how many are infected, the death rate is being highly inflated

2. The virus has barely infected humans; significantly, there has been no sustained person-to-person transmission of the infection.

Very few cases of severe human infection by H5N1 have occurred. An intensified surveillance of patients in Southeast Asia has led to the discovery of mild cases, more infections in older adults, and an increased number of “clusters cases” among family members, suggesting that “the local virus strains may be adapting to humans.” In other words, humans are developing their own innate resistance to the virus.[3]

In addition, all cases have occurred via animal-to-human transmission, and there is documentation of only one confirmed case of human-to-human transmission. Without sustained transmission between humans — meaning one person spreads it to another and another, and so on — there can be no pandemic. The “hype” that, sooner or later, the H5N1 strain will mutate into a strain that can be easily passed between humans is completely unsubstantiated. Whether this will happen is nothing more than a guess because:

3. We have had “potential pandemics” before.

In February 2003, Thompson of the WHO revealed that “there have been a half dozen pandemic ‘false alarms’ in the last 30 years.” A false alarm is an outbreak where a virus has jumped the species barrier, but has been confined to one or two people and has not been lethal.[4]

What makes H5N1 particularly significant? Why is this virus gaining the attention of the world? The attention may be due not to its potentially lethal effects on humans, but rather to the deaths of millions of domestic birds, infected or not. Could this be about commerce? Is this a global economic crisis in the making, but not a global health crisis?

4. Tamiflu does not treat the flu and it is unknown if it will stop the spread of the infection.

Clinical trials with Tamiflu have shown that the drug reduces acute symptoms of flu by a maximum of 2.5 days, depending on the subgroup analyzed. That’s it: 2.5 days. In addition, viral shedding in nasal secretions was reduced after Tamiflu had been administered. Although this would presumably lessen the exposure risk for close contacts, this theory has not been tested.[5]

5. The virus is already becoming resistant to Tamiflu.

Recent human isolates are fully resistant to older, less expensive influenza drugs, amantadine and rimantadine.[6] In addition, a high-level of resistance to Tamiflu has been detected in up to 16 percent of children with human influenza A (H1N1). Not surprisingly, this resistant variant has been detected recently in several patients with H5N1 infection who were treated with Tamiflu.[7]

In addition, nearly seven percent of people who are prescribed Tamiflu can’t tolerate the side effect: persistent nausea. So, at nearly $100 for a course of treatment, you might want to save your money and spend it on saline nasal spray, which is at least as effective.[8]

6. The other newly recommended drug, Relenza, isn’t much better.

Relenza is a powder, which is inhaled twice a day for five days from a breath-activated plastic device called a Diskhaler. Some patients have had bronchospasm (wheezing) or serious breathing problems when they used Relenza.

In fact, in January 2000, the FDA issued a warning about prescribing Relenza after some users reported deterioration of respiratory function following its inhalation. Particular concern was expressed for patients with underlying asthma or emphysema. The FDA stated that “an acute decline in respiratory function may contribute to a fatal outcome in patients with a complicated pre-existing medical history and pulmonary compromise.”[9]

7. The “seed virus” produced by the WHO and given to the vaccine manufacturers may not be the correct virus.

In February 2005, the WHO developed several H5N1 prototype vaccine strains in accordance with the requirements of national and international pharmaceutical licensing agencies for influenza vaccine production. These H5N1 prototype strains were made available to institutions and companies working to develop the pandemic vaccines.[10]

By October 2005, the WHO had evidence that the virus had evolved and is now “genetically distinguishable” — i.e., different — from the prototype strain selected for vaccine development. In what can only be described as a case study in bureaucratic thinking, the WHO, in spite of the new information, does not recommend changing the strain.

In any case, it will take another 4 to 18 months before the vaccine is ready for mass dissemination. As Nancy Cox, director of the influenza branch at the CDC (Centers for Disease Control and Prevention) stated, "If we don't get a good match, the vaccine will be less effective, producing illness, hospitalizations and death." [11] By that time, will the “vaccine virus” show any resemblance to the “pandemic virus” thought to be in circulation then? If it is appreciably different, how can mandatory vaccination be justified?

8. Who benefits the most? Big Pharma.

Millions in grants and tax incentives to develop new products. Guaranteed purchase orders from governments here and abroad. Complete product liability protection. It doesn’t get any better for a product manufacturer, and in this case, all the benefits go to Chiron, Sanofi-Aventis and GlaxoSmithKline, the “big boys” in the market for making the new vaccine. With a global population of more than six billion, the market share is large enough to get their attention. Add in the financial incentives, and the developers are off and running.

To add an additional layer of protection, on Oct. 18, 2005, Senator Bill Frist (R-TN) and Senator Richard Burr (R-NC) introduced and fast-tracked a bill that would create a new agency within the Department of Health and Human Services (HHS) called the Biomedical Advanced Research and Development Agency (BARDA). This new agency would help “spur private industry to develop and manufacture medical countermeasures for bioterrorism agents and natural outbreaks.”

However, the dark side of S.1873, the Biodefense and Pandemic Vaccine and Drug Development Act of 2005, is that it would exempt the pharmaceutical industry not only from liability, but would also ensure that no one would have access to data documenting medical failures or catastrophes. BARDA would be exempt from access by the Freedom of Information Act, the Federal Advisory Committee Act and parts of the Federal Acquisition Regulations. It would act in total secrecy and protection from the general public by the federal government.[12]

Fortunately, the scientific community is standing up loudly against the formation of the new agency. The Federation of American Societies for Experimental Biology, a coalition of independent member societies and scientists, which has historically shown particular interest in public policy issues relating to science, weighed in to voice several concerns. In a letter to Chairman Burr, dated Oct. 18, 2005, the coalition’s president, Bruce Bistrian, MD, PhD, wrote the following:

“On behalf of the Federation of American Societies for Experimental Biology (FASEB), a coalition of 23 scientific societies representing more than 65,000 scientists, I am writing to express our reservations over your recent proposal to create the Biomedical Advanced Research and Development Agency (BARDA)….”

“FASEB is troubled over the impact this new agency might have on existing programs at the National Institutes of Health (NIH) and Centers for Disease Control, particularly in an era of limited funding for domestic discretionary spending. NIH and the dozens of universities and research institutions around the country where NIH-supported research is performed already have the scientific expertise and research infrastructure in place to carry out the bioterrorism research that our nation needs. Our concern is that BARDA would duplicate, constrain or even eliminate these programs. Moreover, while implementing a ‘top-down’ approach to research, as described in the BARDA proposal, may be suitable for the manufacturing stage of development, we do not believe it is an appropriate substitute for hypothesis-driven basic research, which has historically led to the most important advances in biomedical science.” (Emphasis added).[13]

Hopefully, other organizations and the general public will follow suit and fight to oppose this bill.

9. Who has the most to lose? The citizens of the world, particularly U.S. citizens.

The Global Pandemic Preparedness Plan is nothing more than a power grab for the government, the United Nations (UN) and the WHO. Buried deep within the WHO’s plan, here is a glimpse of the ominous plans in preparation for “affected countries:”

Activate procedures to obtain additional resources; consider invoking emergency powers.
Activate overarching national command and control of response activities, either by formal means or de facto (close oversight of district and local activities).
Deploy operational response teams across all relevant sectors.[14]

Global control and UN peacekeepers may be coming soon to a neighborhood near you.

10. What you need to do

According to the UN’s Food and Agriculture Organization (FAO), the avian influenza virus is easier to destroy than other influenza viruses. It appears that it is very sensitive to detergents — i.e., soap — which destroy the outer fat-containing layer of the virus. This layer is needed to enter cells of animals and, therefore, destroys the infectivity. In other words, when you have been in public places, use soap to wash your hands before touching your face.[15]

Congress is attempting to shield Pharma completely from responsibility [Read; Senate Bill 1873: Prescription for Tyranny] and then hide the resulting problems through the fast-tracking of S.1873. This guide is designed to help you understand the threat of a pandemic flu outbreak in our country and your community. It describes common sense actions that you can take in preparing for a pandemic. Each individual and family should know both the magnitude of what can happen during a pandemic outbreak and what actions you can take to help lessen the impact of an influenza pandemic on you and your community.

Pandemic Influenza: What I Need to Know

An in?uenza (?u) pandemic is a widespread outbreak of disease that occurs when a new ?u virus appears that people have not been exposed to before. Pandemics are different from seasonal outbreaks of in?uenza. Seasonal flu outbreaks are caused by viruses that people have already been exposed to; flu shots are available to help prevent widespread illness, and impacts on society are less severe. Pandemic flu spreads easily from person to person and can cause serious illness because people do not have immunity to the new virus.

A pandemic may come and go in waves, each of which can last for months at a time. Everyday life could be disrupted due to people in communities across the country becoming ill at the same time. These disruptions could include everything from school and business closings to interruption of basic services such as public transportation and health care. An especially severe in?uenza pandemic could lead to high levels of illness, death, social disruption, and economic loss.

Some Differences Between Seasonal Flu and Pandemic Flu

Symptoms include fever, cough, runny nose, and muscle pain. Deaths can be caused by complications such as pneumonia.

A Historical Perspective

In the last century there were three influenza pandemics. All of them were called pandemics because of their worldwide spread and because they were caused by a new influenza virus. The 1918 pandemic was especially severe. The 1968 pandemic (Hong Kong flu) was the least severe, causing about the same number of deaths as the United States experiences every year with seasonal flu.

1918-1919 Most severe, caused at least 500,000 U.S. deaths and up to 40 million deaths worldwide.

1957-1958 Moderately severe, caused at least 70,000 U.S. deaths and 1–2 million deaths worldwide.

1968-1969 Least severe, caused at least 34,000 U.S. deaths and 700,000 deaths worldwide.

Importance and Benefits of Being Prepared

It is difficult to predict when the next influenza pandemic will occur or how severe it will be. The effects of a pandemic can be lessened if preparations are made ahead of time.

When a pandemic starts, everyone around the world could be at risk. The United States has been working closely with other countries and the World Health Organization (WHO) to strengthen systems to detect outbreaks of influenza that might cause a pandemic.

A pandemic would touch every aspect of society, and so every aspect of society must begin to prepare. State, tribal, and local governments are developing, improving, and testing their plans for an influenza pandemic. Businesses, schools, universities, and other community organizations are preparing plans as well.

Pandemic Influenza – Challenges and Preparation

As you plan, it is important to think about the challenges that you might face, particularly if a pandemic is severe. It may take time to find the answers to these challenges. The following are some situations that could be caused by a severe pandemic and possible ways to address them. Social Disruption May Be Widespread


Plan for the possibility that usual services may be disrupted. These could include services provided by hospitals and other health care facilities, banks, stores, restaurants, government offices, and post offices.

Prepare backup plans in case public gatherings, such as volunteer meetings and worship services, are canceled.

Consider how to care for people with special needs in case the services they rely on are not available.

Being Able to Work May Be Difficult or Impossible


Find out if you can work from home.

Plan for the possible reduction or loss of income if you are unable to work or your place of employment is closed.

Check with your employer or union about leave policies.

Schools May Be Closed for an Extended Period of Time


Help schools plan for pandemic influenza. Talk to the school nurse or the health center. Talk to your teachers, administrators, and parent-teacher organizations.

Plan home learning activities and exercises. Have materials, such as books, on hand. Also plan recreational activities that your children can do at home.

Consider childcare needs.

Transportation Services May Be Disrupted


Think about how you can rely less on public transportation during a pandemic. For example, store food and other essential supplies so you can make fewer trips to the store.

Prepare backup plans for taking care of loved ones who are far away.

Consider other ways to get to work, or, if you can, work at home.

People Will Need Advice and Help at Work and Home


Think about what information the people in your workplace will need if you are a manager. This may include information about insurance, leave policies, working from home, possible loss of income, and when not to come to work if sick. Meet with your colleagues and make lists of things that you will need to know and what actions can be taken.

Find volunteers who want to help people in need, such as elderly neighbors, single parents of small children, or people without the resources to get the medical help they will need.

Identify other information resources in your community, such as mental health hotlines, public health hotlines, or electronic bulletin boards.

Find support systems—people who are thinking about the same issues you are thinking about. Share ideas.

Be Prepared

Stock a supply of water and food. During a pandemic you may not be able to get to a store. Even if you can get to a store, it may be out of supplies. Public waterworks services may also be interrupted. Stocking supplies can be useful in other types of emergencies, such as power outages and disasters. Store foods that:


are nonperishable (will keep for a long time) and don’t require refrigeration

are easy to prepare in case you are unable to cook

require little or no water, so you can conserve water for drinking

Stay Healthy

Take common-sense steps to limit the spread of germs. Make good hygiene a habit.


Wash hands frequently with soap and water.

Cover your mouth and nose with a tissue when you cough or sneeze.

Put used tissues in a waste basket.

Cough or sneeze into your upper sleeve if you don’t have a tissue.

Clean your hands after coughing or sneezing. Use soap and water or an alcohol-based hand cleaner.

Stay at home if you are sick.

It is always a good idea to practice good health habits.


Eat a balanced diet. Be sure to eat a variety of foods, including plenty of vegetables, fruits, and whole grain products. Also include low-fat dairy products, lean meats, poultry, fish, and beans. Drink lots of water and go easy on salt, sugar, alcohol, and saturated fat.

Exercise on a regular basis and get plenty of rest.

Will the seasonal flu shot protect me against pandemic influenza?


No, it won’t protect you against pandemic influenza. But flu shots can help you to stay healthy.

Get a flu shot to help protect yourself from seasonal flu.

Pandemic Influenza – Prevention and Treatment

You have an essential role in preparing and making sure you are informed of prevention activities in your local area. Each community must have plans, each state and each agency of the federal government must work together. The federal government is working to boost our international and domestic disease monitoring, rebuild our vaccine industry, build stockpiles of medicines, and support research into new treatments and medicines. Your state will be taking steps to monitor and build supplies too.


Influenza vaccines are designed to protect against specific flu viruses. While there is currently no pandemic flu in the world, the federal government is making vaccines for several existing bird flu viruses that may provide some protection should one of these viruses change and cause a flu pandemic. A specific pandemic influenza vaccine cannot be produced until a pandemic flu virus strain emerges and is identified. Once a pandemic influenza virus has been identified, it will likely take 4-6 months to develop, test, and begin producing a vaccine.

Efforts are being made to increase vaccine-manufacturing capacity in the United States so that supplies of vaccines would be more readily available. In addition, research is underway to develop new ways to produce vaccines more quickly.


A number of antiviral drugs are approved by the U.S. Food and Drug Administration to treat and sometimes prevent seasonal flu. Some of these antivirals may be effective in treating pandemic flu. These drugs may help prevent infection in people at risk and shorten the duration of symptoms in those infected with influenza. However, it is unlikely that antivirals alone would effectively contain the spread of pandemic influenza. The federal government is stockpiling antivirals that would most likely be used in the early stages of an influenza pandemic. There are efforts to find new drugs and to increase the supply of antivirals. Antivirals are available by prescription only and not over the counter.

Will bird flu cause the next influenza pandemic?

Avian influenza (bird flu) is a disease of wild and farm birds caused by influenza viruses. Bird flu viruses do not usually infect humans, but since 1997 there have been a number of confirmed cases of human infection from bird flu viruses. Most of these resulted from direct or close contact with infected birds (e.g., domesticated chickens, ducks, and turkeys).

The spread of bird flu viruses from an infected person to another person has been reported very rarely and has not been reported to continue beyond one person. A worldwide pandemic could occur if a bird flu virus were to change so that it could easily be passed from person to person. Experts around the world are watching for changes in bird flu viruses that could lead to an influenza pandemic.

Is it safe to eat poultry?

Yes, it is safe to eat properly cooked poultry. Cooking destroys germs, including the bird flu virus. The United States bans imports of poultry and poultry products from countries where bird flu has been found.

Guidelines for the safe preparation of poultry include the following:


Wash hands before and after handling food.

Keep raw poultry and its juices away from other foods.

Keep hands, utensils, and surfaces, such as cutting boards, clean.

What types of birds can carry bird flu viruses?

Wild birds can carry bird flu viruses but usually do not get sick from them. Domesticated birds (e.g., farm-raised chickens, ducks, and turkeys) can become sick with bird flu if they come into contact with an infected wild bird. Domesticated birds usually die from the disease.

March 13, 2006 — - In a remarkable speech over the weekend, Secretary of Health and Human Services Michael Leavitt recommended that Americans start storing canned tuna and powdered milk under their beds as the prospect of a deadly bird flu outbreak approaches the United States.

Ready or not, here it comes.

It is being spread much faster than first predicted from one wild flock of birds to another, an airborne delivery system that no government can stop.

"There's no way you can protect the United States by building a big cage around it and preventing wild birds from flying in and out," U.S. Secretary of Agriculture Michael Johanns said.

U.S. spy satellites are tracking the infected flocks, which started in Asia and are now heading north to Siberia and Alaska, where they will soon mingle with flocks from the North American flyways.

"What we're watching in real time is evolution," said Laurie Garrett, a senior fellow for global health at the Council on Foreign Relations. "And it's a biological process, and it is, by definition, unpredictable."

Industry Precautions

America's poultry farms could become ground zero as infected flocks fly over. The industry says it is prepared for quick action.

"All the birds involved in it would be destroyed, and the area would be isolated and quarantined," said Richard Lobb of the National Chicken Council. "It would very much [look] like a sort of military operation if it came to that."

Extraordinary precautions are already being taken at the huge chicken farms in Lancaster County, Pa., the site of the last great outbreak of a similar bird flu 20 years ago.

Other than the farmers, everyone there has to dress as if it were a visit to a hospital operating room.

"Back in 1983-1984, we had to kill 17 million birds at a cost of $60 million," said Dr. Sherrill Davison, a veterinary medicine expert at the University of Pennsylvania.

Can It Be Stopped?

Even on a model farm, ABC News saw a pond just outside the protected barns attracting wild geese.

It is the droppings of infected waterfowl that carry the virus.

The bird flu virus, to date, has rarely been transmitted to humans. There have been lots of dead birds on three continents, but so far, fewer than 100 reported human deaths. Compare that to more than 30,000 deaths each year in the United States from seasonal flu.

Should that change, the spread could be rapid.

ABC News has obtained a mathematical projection prepared by federal scientists based on an initial outbreak on an East Coast chicken farm. Within three months, with no vaccine, almost half of the country would have the flu.

That, of course, is a worst-case scenario -- but one that cannot be completely discounted.

The current bird flu strain has been around for at least 10 years and has taken surprising twists and turns -- not the least of which is that it's now showing up in cats in Europe, where officials are advising owners to bring their cats inside. It's advice that might soon have to be considered here.
