The kingdom of this inner society is called Agharta with the

The most strange hint is given, that the Center of Gravity is not
the center of Earth, but also a sub-sphere or a layer quite 200 miles
below of the surface we live.

In The Inner Earth

On February 19, 1947, Admiral Richard
E. Byrd left Base Camp Artic and flew

What happened on that flight?

For years rumors have persisted that on
his historic flight to the North Pole, Admiral
Byrd flew heyond the Pole into an
opening leading inside the Earth. Here he
met with advaneed heings who had a sobering
message for him to deliver to Mankind an the
Surface World.

Upon Byld's return to Washington, on
Marrh 11, 1947 he was interviewed intently
by top security forces and a medical
team. He was placed under strict control
and ordered to remain silent on the behalf
of humanity. Being a militaly man, he felt
he had to comply.

Here, from Admiral Byrd's secret log
and diary, is the message meant to have
been heard 45 years ago!

Excerpt of The Hollow Earth (no ISBN):

"During his Arctic flight of 1,700 miles BEYOND the North Pole
he reported by radio that he saw below him, not ice and snow, but
land areas consisting of mountains, forests, green vegetation, lakes
and rivers, and in the underbrush saw a strange animal resembling
the mammoth...."

"In January, 1956, Admiral Byrd led another expedition to the
Antarctic and there penetrated for 2,300 miles BEYOND the South
Pole. The radio announcement at this time (January 13, 1956) said:
"On January 13, members of the United stated expedition penetrated a
land extent of 2,300 miles BEYOND the Pole. The Flight was made by
Rear Admiral George Dufek of the United States Navy Air Unit."
Byrd said on March 13, 1956, "The present expedition has opened up a
vast new land."

Admiral Byrd said in February, 1947 before his North Pole flight,
"I'd like to see that land beyond the Pole. That area beyond the
Pole is the center of the great unknown."


Excerpt of A Flight to the Land Beyond the North Pole:

"I bid you welcome to our domain, Admiral." I see a man
with delicate features and with the etching of years upon his
face. He is seated at a long table. He motions me to sit down
in one of the chairs. After I am seated, he places his fingertips
together and smiles. He speaks softly again, and conveys the
following. "We have let you enter here because you are of noble
character and well-known on the Surface World, Admiral."

"Surface World," I half-gasp under my breath! "Yes," the
Master replies with a smile, "you are in the domain of the Arianni,
the Inner World of the Earth. We shall not long delay
your mission, and you will be safely escorted back to the surface
and for a distance beyond. But now. Admiral, I shall tell
you why you have been summoned here. Our interest rightly
begins just after your race exploded the first atomic bombs
over Hiroshima and Nagasaki, Japan. It was at that alarming
time we sent our flying machines, the 'Flugelrads,' to your
surface world to investigate what your race had done.
"That is, of course, past history now, my dear Admiral, but
I must continue on. You see, we have never interfered before
in your race's wars, and barbarity, but now we must, for you
have leamed to tamper with a certain power that is not for
man, namely, that of atomic energy. Our emissaries have already
delivered messages to the powers of your world, and
yet they do not heed. Now you have been chosen to be witness
here that our world does exist. You see, our culture and
science is many thousands of years beyond your race, Admiral."
I interrupted, "But what does this have to do with me,

The master's eyes seemed to penetrate deeply into my
mind, and after studying me for a few moments he replied,
"Your race has now reached the point of no return, for there
are those among you who would destroy your very world
rather than relinquish their power as they
know it..."

I nodded, and the Master continued. "In
1945 and afterward, we tried to contact
I your race, but our efforts were met with
hostility. Our Flugelrads were fired upon,
yes, even pursued with malice and animosity
by your fighter planes. So, now, I say to
you, my son, there is a great storm gathering
in your world, a black fury that will not
spend itself for many years. There will be
no answer in your armies, there will be no
safety in your science. It may rage on until
every flower of your culture is trampled
and all human things are leveled in vast

"Your recent war was only a prelude of
what is yet to come for your race. We here
see it more clearly with each you
say I am mistaken?"

"No," I answer," it happened once before, the Dark Ages
came and they lasted for more than five hundred years."
"Yes, my son," replied the Master, "the Dark Ages that
will come now for your race will cover the Earth like a pall,
but I believe that some of your race will live through the
storm, beyond that, I cannot say. We see at a great distance a
new world stirring from the ruins of your race, seeking its lost
and legendary treasures, and they will be here, my son, safe in
our keeping. When that time arrives, we shall come forward
again to help revive your culture and your race.

"Perhaps, by then, you will have learned the futility of war
and its strife...and after that time, certain of your culture and
science will be returned for your race to begin anew. You, my
son, are to return to the Surface World with this message..."

With those closing words, our meeting seemed at an end. I
stood for a moment as in a dream...but, yet, I knew this was
reality, and for some strange reason I bowed slightly, either
out of respect or humility, I do not know which.

Suddenly, I was again aware that the two beautiful hosts
who had brought me here were again at my side. "This way,
Admiral," motioned one. I turned once more before leaving
and looked back toward the Master. A gentle smile was
etched on his delicate ancient face. "Farewell, my son," he
spoke, then he gestured with a lovely, slender hand a motion
of peace and our meeting was truly ended.

Quickly, we walked back through the great door of the
Master's chamber and once again entered into the elevator.
The door slid silently downward and we were at once going
upward. One of my hosts' spoke again, "We must now make
haste, Admiral, as the Master desires to delay you no longer
on your schedule timetable and you must return with his mes-
sage to your race."

Secrets of the Subterranean Cities

World Ascension Network

Recently, America watched Stephen Spielberg's TV pilot, a
remake of Verne' s "Journey to the Center of the Earth." A
maverick team of scientists aboard their melt-proof ship
enter the inner Earth through a bubbling volcano. When
things cool off, they find themselves exploring a vast and
sunny inner landscape . . . a magical and inviting world with
ample room to fly.

Their adventure resembles the real life account of a
Norwegian sailor named Olaf Jansen. His story, set in the 1800s,
is told in Willis Emerson's biography entitled "The
Smoky God." Olaf's little sloop drifted so far north by
storm that he actually sailed into a polar entrance and
lived for two years with one of the colonies of the Agartha
Network, called "Shamballa the Lesser." He describes his
hosts as those "of the central seat of government for the
inner continent . . . measuring a full 12 feet in
height . . . extending courtesies and showing
kindness . . . laughing heartily when they had to improvise
chairs for my father and I to sit in." Olaf tells of a
"smoky" inner sun, a world comprised of three-fourths land
and one-fourth water.

The Agartha Network

Think of Shamballa the Lesser as the United Nations of
over 100 subterranean cities that form the Agartha Network.
It is, indeed, the seat of government for the inner world.
While Shamballa the Lesser is an inner continent, its
satellite colonies are smaller enclosed ecosystems located
just beneath the Earth' s crust or discreetly within
mountains. All cities in the Agartha Network are physical
and are of the Light, meaning that they are tradition of the
great mystery schools of the surface, honoring such beings
as Jesus/Sananda, Buddha, Isis and Osiris . . . all of the
Ascended Masters that we of the surface know and love, in
addition to spiritual teachers of their own long-standing

Why did they choose to live underground? Consider the
magnitude of the geological Earth changes that have swept
the surface over the past 100,000 years. Consider the
lengthy Atlantean-Lemurian war and the power of
thermonuclear weaponry that eventually sank and destroyed
these two highly advanced civilizations. The Sahara, the
Gobi, the Australian Outback and the deserts of the U.S .
are but a few examples of the devastation that resulted. The
sub-cities were created as refuges for the people and as
safe havens for sacred records, teachings and technologies

Capitol Cities

POSID: Primary Atlantean outpost, located beneath the
Mato Grosso plains region of Brazil. Population: 1.3

SHONSHE: Refuge of the Uighur culture, a branch of the
Lemurians who chose to form their own colonies 50,000 years
ago. Entrance is guarded by a Himalayan lamasery.
Population: 3/4 million.

RAMA: Remnant of the surface city of Rama, India located
near Jaipur. Inhabitants are known for their classic Hindu
features. Population: 1 million.

SHINGWA: Remnant of the northern migration of the
Uighurs. Located on the border of Mongolia and China. with a
small secondary city in Mt. Lassen, California. Telos
translated means "communication with Spirit." Population:
1.5 million.

Spotlight on Telos

How can over a million people make their home inside Mt.
Shasta? While we're stretching our imaginations, our
neighbors, the Japanese, have already blueprinted
underground cities in answer to their surface area problem.
Sub-city habitation has, for thousands of years, been a
natural vehicle for human evolution. Now, here is a peek at
a well-thought-out ecosystem.

The dimensions of this domed city are approximately 1.5
miles wide by 2 miles deep. Telos is comprised of 5 levels.

LEVEL 1: This top level is the center of commerce,
education and administration. The pyramid-shaped temple is
the central structure and has a capacity of 50,000.
Surrounding it are government buildings, the equivalent of a
courthouse that promotes an enlightened judicial system,
halls of records, arts and entertainment facilities, a hotel
for visiting foreign emissaries, a palace which houses the
"Ra and Rana Mu" (the reigning King and Queen of the royal
Lemurian lineage who are Ascended Masters), a communications
tower, a spaceport, schools, food and clothing dispatches
and most residences.

LEVEL 2: A manufacturing center as
well as a residential level. Houses are circular in shape
and dust-free because of it. Like surface living, housing
for singles, couples and extended families is the norm.

LEVEL 3: Hydroponic gardens. Highly advanced hydroponic
technology feeds the entire city, with some to spare for
intercity commerce. All crops yield larger and tastier
fruits, veggies and soy products that make for a varied and
fun diet for Telosians. Now completely vegetarian, the
Agartha Cities have taken meat substitutes to new heights.

LEVEL 4: More hydroponic gardens, more manufacturing and
some natural park areas.

LEVEL 5: The nature level. Set
about a mile beneath surface ground level, this area is a
large natural environment. It serves as a habitat for a wide
variety of animals, including those many extinct on the
surface. All species have been bred in a non-violent
atmosphere, and those that might be carnivorous on the
surface now enjoy soy steaks and human interaction. Here you
can romp with a Saber-Toothed Tiger with wild abandon.
Together with the other plant levels, enough oxygen is
produced to sustain the biosphere.

LANGUAGE: While dialects vary from city to city, "Solara
Maru," translated as the "Solar Language," is commonly
spoken. This is the root language for our sacred languages
such as Sanskrit and Hebrew.

GOVERNMENT: A Council of
Twelve, six men and six women, together with the Ra and Rana
Mu, do collective problem solving and serve as guides and
guardians of the people. Positions of royalty such as are
held by the Ra and Rana Mu are regarded as ones of
responsibility in upholding God' s divine plan. The High
Priest, an Ascended Master named Adama, is also an official

COMPUTERS: The Agarthean computer system is amino-acid
based and serves a vast array of functions. All of the
sub-cities are linked by this highly spiritualized
information network. The system monitors inter-city and
galactic communication, while, simultaneously, serving the
needs of the individual at home. It can, for instance,
report your body's vitamin or mineral deficiencies or, when
necessary, convey pertinent information from the akashic
records for personal growth.

MONEY: Non-existent. All
inhabitants' basic needs are taken care of. Luxuries are
exchanged via a sophisticated barter system.

Moving sidewalks, inter-level elevators and electromagnetic
sleds resembling our snow mobiles within the city. For
travel between cities, residents take "the Tube," an
electromagnetic subway system capable of speeds up to 3,000
m.p.h. Yes, Agartheans are well versed in intergalactic
etiquette and are members of the Confederation of Planets.
Space travel has been perfected, as has the ability for
interdimensional shifts that render these ships

ENTERTAINMENT: Theatre, concerts and a wide
variety of the arts. Also, for you Trekkies, the Holodecks.
Program your favorite movie or chapter in Earth history and
become a part of it!

CHILDBIRTH: A painless three months,
not nine. A very sacred process whereby, upon conception, a
woman will go to the temple for three days, immediately
welcoming the child with beautiful music, thoughts and
imagery. Water birthing in the company of both parents is

HEIGHT: Due to cultural differences, average
heights of subterranean citizens vary. Generally 6'5" to
7'5" in Telos, while nearly 12' in Shamballa the Lesser.

AGE: Unlimited. Death by degeneration is simply not a
reality in Telos. Most Agartheans choose to look an age
between 30 and 40 and stay there, while, technically, they
may be thousands of years old. By not believing in death,
this society is not limited by it. Upon completing a desired
experience, one can disincarnate at will.

ASCENSION: Absolutely, and much easier and more common than on the
surface. Ascension is the ultimate goal of temple training.

Why have they stayed underground all this time? In part,
because the Agartheans have learned the futility of war and
violence and are patiently waiting for us to draw the same
conclusion. They are such gentle folk that even our
judgemental thoughts are physically harmful to them. Secrecy
has been their protection. Until now, the truth of their
existence has been veiled by Spirit. When can we visit? Our
entrance to the sub-cities depends on the purity of our
intentions and our capacity to think positively. A warm
welcome from both worlds is the ideal and must be expressed
by more than just the lightworking community.

Currently, a few hundred brave subterraneans are working
on the surface. In order to blend with the masses, they have
undergone temporary cellular change so that, physically,
they don't tower above the rest of us. They may be
recognized by their gentle, sensitive nature and somewhat
mysterious accent. We wish to introduce you to Princess

This concept of a Hollow Earth might sounds quite strange
at the first view, but in context of OBE and
Astral-Traveling it may get more understandable:

Those inner lying planes (non-physical or semi-physical) hold also life-forms
as astral-plane hold astral-entities with their own cities and forms.

"Semi-physical" means, physical bodies slighly more subtle as we have, but
able to live within matter.

The earth is hollow in the fourth dimension. The earth exists as a
torus in that perspective. There are two "entrances," and these are
reflected in the physical world as the north and south magnetic poles.
Note that the physical north pole and the magnetic pole are not
synonymous in site, but wander in relationship.

Read Bentov's Stalking the Wild Pendulum for a nice easy explanation
of this phenomenon, which has to do with the mechanics of human
consciousness, rather than some material opening in the earth.

Secret Underground Tunnels Past & Present: Part II

As I pointed out in the previous report in this series, the origin of at least some of the Ancient Americans of North America lays to the South. We also know of the Ancient tunnels to be found in Mexico and Central and South America. But, do we find evidence of these ancient tunnels in the United States?

In Native American Myths & Mysteries (1991) by Vincent H. Gaddis in chapter IV titled Tunnels of the Titans we find.

“Throughout all the Americas there are legends of archaic avenues, racial memories of subterranean passages stretching for miles. After the great cataclysm the ancestral North Indians lived in the vast cavern complex until it was safe to return to the upper world. The story is spread through many tribes, from the kivas of the Pueblos to the lodges of the Blackfeet, from the campfires of the eastern woodland tribes before their dispersion.

“The Mandans of the northwestern states, some of whom had blue eyes and silky hair … They said the first man to emerge from the tunnels were the Histoppa or the “tattooed ones.” Having left safety too soon, they perished. The rest, who remained below, waited until a bright light dispelled the darkness on the surface…”

“The Apaches’ have a legend that their remote ancestors came from a large island in the eastern sea where there were great buildings and ports for ships. The Fire Dragon arose, and their ancestors had to flee to mountains far away to the south. Later they were forced to take refuge in immense and ancient tunnels through which they wandered for years…” (Page 39).

As we can see, many of these early Americans knew of these ancient tunnels. Could these tunnels have anything to do with the modern tunnels we have heard so much about in the last few years?

One of the areas rumored to have an underground complex and tunnels and is off limits to most people is the area around White Sands Missile Range in New Mexico.

David Hatcher Childress in his beautifully written Lost Cities of North & Central America (1992) descries the secret headquarters of Apache Chief Victorio.

“Victorio Peak and Hard Scrabble Peak, as well as Geronimo Peak, were all honeycombed with tunnels, caves and secret entrances. The Hard Scrabble entrance led down a flight of steps to an underground river. The last step was booby traped with a deadly arrow device. It is all like out of some 40s cliffhanger serial,” (Page 313).

Mr. Childress writes of his talk with Richard Dannelly, a local resident of Sedona, Arizona and author of the book Sedona, Power Spot Voltex. Dannelly told him, “Some friends of mine had discovered a tunnel that goes underground for quite a distance in the Superstition Mountains. (For another story of underground tunnels and a possible Big Foot connection in these same mountains read Big Foot, the Abominable Sandman, Nessie and The People who live Under Mt. Shasta on the Home Page).

Yet every time they tried to explore the cave, a strange fear and feeling of dread would overtake the whole party, and they would always turn back.” They were sent to a psychic who told them of a man who would lead them into the tunnel without fear. “With this man as their guide they were able to penetrate further into the tunnel…” Deep inside … “the remains of ancient structures and walls made out of well dressed rock were found. They then discovered at this place a spiral staircase built out of cut stones that down, down, down, down into the earth.

“After some discussion, it was decided that their guide should descent the stairs …

He did so, following the staircase into the deep bowels of the earth. After some tome, he came to a large room with more cut stone. A gigantic rock-cut throne, big enough for a giant, or two people sitting together, was in the middle of the room.

“Artifacts were on the walls, though (he didn’t) know what they were. The man returned up the staircase and reported what he discovered. The others tried to convince him to return to the room and bring some of the artifacts back up, but he refused. The team then left the tunnel, and today the entrance is still a secret.” (Pages 308-309).

Due to coverage on the nationally long running NBC series Unsolved Mysteries most of us are familiar with the story of Doc Noss and the Lost La Rue Mines. David Hatcher Childress covers the story in depth in Lost Cities of North and Central America (1986).

He sites a book,“100 Tons of Gold (1978) by David Chandler.

Chandler wrote, “In 1937 a half-Indian podiatrist named Doc Noss discovered a cache of Apache gold on what is now the White Sands Missile Range … Much of the treasure was in the form of hundreds of stacked gold bars, plus other artifacts, such as swords, goblets, crowns, statues and other things … Doc Noss was shot and killed by his partner Charlie Ryan in March of 1949 … Noss was known to have taken at least 88 bars of gold out of the hidden tunnels inside the mountain.” (Pages 309-310).

Childress continues this revealing report; “Because of an article published in the November, 1968 issue of True Treasure magazine there was renewed interest in the fabulous treasure, and a prospector named Harvey Snow was approached by three ranchers who lived in the area west of the Victorio Peak site. Snow had spent 25 years exploring the entire White Sands area, and the ranchers felt that Snow could lead them into the treasure area, bypassing the Army patrols that guarded the missile range.”

Because of a story told Snow many years before by a cowboy who had followed Doc Noss to a hidden tunnel, he believed that the treasure was not at Victorio Peak, but on another peak, Hard Scrabble Peak which was also on government property.

As Mr. Childress tell us; “Snow’s incredible story is then related by Mr. Chandler; “On the second day I found the cave with the sloping steps. I went down the steps; down and down. I don’t know how far. I estimated maybe thirteen hundred or fourteen hundred steps. The bottom step, the last one was rounded at the bottom so that when you stepped on it, it would roll. It was tied to a bow and arrow with rawhide, but the rawhide had rotted a long time ago. I got in there.” (Page 310).

At the bottom of the steps Snow described a big room with a stream of hot water running through it. Snow followed the tunnel from room to room; sometimes the tunnel would become so narrow that he had to get down on his hands and knees. In one room Snow Reported “I found some things. I found small stacks … one of gold, one of copper and one of silver.”

“”I figured I would come back for that and went on. I next came to a big room. Here there were a bunch of side tunnels running north and south. They were all natural, nothing man made. Here where they intersected, they made a big W. I did not go down these tunnels, I stayed with the stream going west … At the far end of the main room I found some things I cannot tell you about…”” (Page 311).

“Snow’s story is fascinating and virtually unbelievable to most people. He walked 14 miles in an underground tunnel. The 1400 steps or so that he walked down to the subterranean river must have been a good 800 or 900 feet below the entrance. The tunnel was crossed at least in one spot by another tunnel running at a right angle to the one he was following.” (Pages 113-114).

As we can see from these reports, there exists under the White Sands New Mexico area an extensive system of lengthy tunnels that have been there for ages. It seems to me that if the government wanted underground bases they would make use of these existing tunnels, yet modern researchers never seem to even hint of their existence. Why not?

Mr. Childress made a telling observation concerning government involvement;

“The gold that was at one time stored in Victorio Peak has been seized by the U.S. government, particularly the Army and the CIA.” And I thought the CIA was concerned with foreign intelligence. Where’s the connection? The Inner Beings perhaps?

“The Army was known to have bulldozed the peak out, and even place a steel door over the entrance to the mountain … The Army assured the state that there was no gold in Victorio Peak and never has been.”

“Never-the-less Chandler shows that a top secret operation took place at White Sands Missile Range on August 10, 1961. On this date the Secret Service, with the help of certain Army personnel at the range recovered the gold, and moved it to various locations for various purposes.”

These claims are backed up by, of all people, Former White House counsel, John Dean in his book Blind Ambition (1976). In it he told of CIA operations dealing with bars of gold. “Egil Krogh had described to me how, when he was bored with his deskwork, he had carried bars of gold bullion through Asia’s ‘Golden Triangle’ in CIA planes and bargained with drug chieftains … The gold bars used in these illegal, clandestine operations allegedly came from the tunnel system inside of Victorio Peak.” (Pages 314-315).

Besides furnishing our corrupt government with the finances to destroy a generation of Americans with dangerous drugs, the bastards had a large tunnel system in place. It stands to reason that this is one of the systems they are using for their nefarious and black deeds. When will the American people wake up to the fact that there are a lot of horrible things going on … right below our feet?

The Four Corners

Another popular place for talk of underground activity is the area known as the Four Corners. This is the place where Utah, Colorado, Arizona and New Mexico meet to share a common border. According to intelligence reports from several of my sources there are “at least six underground facilities in this area,” This is also the area where a large number of people died a “mysterious” death a few years back. Are there connections?

This harsh but beautiful arid land is also where the government decided to place several Indian Reservations. However, the Hopi Indians have been in this area as long as they can remember and luckily for us, their history of origin contains important details not found in the memory of other tribes.

The Hopi believe that this world we live in is the Fourth World and the other three are inside the earth. In stages, and through many hardships, they emerged from a hole called Sipapu, entrance to the Hopi underground. Bruce A. Walton tells us in A Guide to the Inner Earth (1983): “It is a sacred place of pilgrimage for the Hopi, at the bottom of the Canyon of the Little Colorado above it’s junction with the Colorado River.” (Page 66).

But, unlike most of the emergence stories of the other clans, the Hopi describe the city near from which they came. This city is called Palitkwapi, meaning “legendary Red City of the South.” It is interesting to note that Frank Waters tells us in The Book of the Hopi (1965) “No one knows where Palatkwapi might have been. Some of our Hopi spokesmen, who are able to read Hopi meanings from symbols and pictographs carved on Mayan stelae and temple walls, believe that the center of the Mayan Old Empire, Palenque, in Chiapas, Mexico was the Hopi legendary city of Palatkwapi.” (Notes: Page 68).

In support of this theory of Palatkwapi being the same city as Palenque browse through any of the many National geographic magazines containing photos and paintings of the mysterious Mayan ruins and it won’t take you long to realize that the Ancient Mayan cities were predominantly bright red. And if you’ll read Plasma Guns & Sub-riders in THEI Volume 1 #3, you’ll find my research concerning Lord Pacal. Lord Pacal was sent from Valum Chivin (the underworld) to Valum Votan (the upper world) and there he founded the city of Palenque. This we see gives us a direct link of unbroken evidence of a migration of people northward from the Inner Lands.


By the use of thugs and murders, after Queen Isabelle and Columbus double-crossed the elitist the “Keepers of the Secret” tried to destroy the true history of the origin of many Native Americans. However, by studying the oral history of these wise people we find that they came from the Inner Lands. Before the controllers got their hands on the truth and completely covered it over it a few American Archaeology books were written which tell the true story of people migrating south to north.

We have traced the Hopi tribe from their emergence near the ancient Mexican town of Palatkwapi/Palenque their present home in the Four Corners. We have looked at many accounts of underground passages in the Four Corners and the White Sands area of New Mexico. Accounts recorded long before todays researchers started sending out reams of reports proving the government has control of underground facilities in these and other areas of the world, yet not a word on the possible origin of the ancient underground excavations. But, using what we know of these underground passageways, we can safely state that they were probably the trade routes connecting the Inner World with the Outer world.

Now the next question that comes to mind … what is our corrupt government doing in this area between the two worlds? We’ll never know the truth until we quit looking with glazed eyes off into space, and turn our attention to the evidence that is right under our feet.

Underground Facilities - Bases - Tunnels

I have read about underground bases in the south western part of the United States, particularly Dulce, New Mexico and Nevada. I have also heard about underground tunnel system that run in mazes under the surface of the planet. Most people connect these tunnel with ET's and covert government activities. There is allegedly exist cities built by different governments and those left behind by ancients who lived here thousands of years ago. We will probably never know the truth. As a remote viewer - I can tell you that many of these facilities do exist.


Underground government bases also exist for various reasons. One of the them is nicknamed Mt. Weather and is just outside of Washington, DC. Mount Weather and Underground Bases.

Article about these bases:
Few Americans--indeed, few Congressional reps--are aware of the existence of Mount Weather, a mysterious underground military base carved deep inside a mountain near the sleepy rural town of Bluemont, Virginia, just 46 miles from Washington DC. Mount Weather --also known as the Western Virginia Office of Controlled Conflict Operations--is buried not just in hard granite, but in secrecy as well.

In March, 1976, The Progressive Magazine published an astonishing article entitled The Mysterious Mountain. The author, Richard Pollock, based his investigative report on Senate subcommittee hearings and upon "several off-the-record interviews with officials formerly associated with Mount Weather." His report, and a 1991 article in Time Magazine entitled Doomsday Hideaway, supply a few compelling hints about what is going on underground.

Ted Gup, writing for Time, describes the base as follows: "Mount Weather is a virtually self-contained facility. Above ground, scattered across manicured lawns, are about a dozen buildings bristling with antennas and microwave relay systems. An on-site sewage-treatment plant, with a 90,000 gal.-a-day capacity, and two tanks holding 250,000 gal. of water could last some 200 people more than a month; underground ponds hold additional water supplies. Not far from the installation's entry gate are a control tower and a helicopter pad. The mountain's real secrets are not visible at ground level."

The mountain's "real secrets" are protected by warning signs, 10 foot-high chain link fences, razor wire, and armed guards. Curious motorists and hikers on the Appalachian trail are relieved of their sketching pads and cameras and sent on their way. Security is tight.

The government has owned the site since 1903; it has seen service as an artillery range, a hobo farm during the Depression, and a National Weather Bureau Facility. In 1936, the U.S. Bureau of Mines took control and started digging.

Mount Weather is virtually an underground city, according to former personnel interviewed by Pollock. Buried deep inside the earth, Mount Weather was equipped with such amenities as:

- private apartments and dormitories
- streets and sidewalks
- cafeterias and hospitals
- a water purification system, power plant and general office buildings
- a small lake fed by fresh water from underground springs - a transit system
- a TV communication system

Mount Weather is the self-sustaining underground command center for the Federal Emergency Management Agency (FEMA). The facility is the operational center - the hub - of approximately 100 other Federal Relocation Centers, most of which are concentrated in Pennsylvania, West Virginia, Virginia, Maryland and North Carolina. Together this network of underground facilities constitutes the backbone of America's "Continuity of Government" program. In the event of nuclear war, declaration of martial law, or other national emergency, the President, his cabinet and the rest of the Executive Branch would be "relocated" to Mount Weather.

What Does Congress Know about Mount Weather?

According to the Senate Subcommittee on Constitutional Rights hearings in 1975, Congress has almost no knowledge and no oversight --budgetary or otherwise--on Mount Weather. Retired Air Force General Leslie W. Bray, in his testimony to the subcommittee, said "I am not at liberty to describe precisely what is the role and the mission and the capability that we have at Mount Weather, or at any other precise location."

Apparently, this underground capital of the United States is a secret only to Congress and the US taxpayers who paid for it. The Russians know about it, as reported in Time: "Few in the U.S. government will speak of it, though it is assumed that all along the Soviets have known both its precise location and its mission (unlike the Congress, since Bray wouldn't tell); defense experts take it as a given that the site is on the Kremlin's targeting maps. " The Russians attempted to buy real estate right next door, as a "country estate" for their embassy folks, but that deal was dead- ended by the State Department.

Mount Weather's "Government-in-Waiting":

Pollock's report, based on his interviews with former officials at Mount Weather, contains astounding information on the base's personnel. The underground city contains a parallel government-in-waiting: "High- level Governmental sources, speaking in the promise of strictest anonymity, told me [Pollock] that each of the Federal departments represented at Mount Weather is headed by a single person on whom is conferred the rank of a Cabinet-level official. Protocol ven demands that subordinates address them as 'Mr. Secretary.' Each of the Mount Weather 'Cabinet members' is apparently appointed by the White House and serves an indefinite term ... many through several Administrations. The facility attempts to duplicate the vital functions of the Executive branch of the Administration."

Nine Federal departments are replicated within Mount Weather (Agriculture; Commerce; Health, Education & Welfare; Housing & Urban Development; Interior; Labor; State; Transportation; and Treasurey) as well as at least five Federal agencies (Federal Communications Commission, Selective Service, Federal Power Commission, Civil Service Commission, and the Veterans Administration). The Federal Reserve and the U.S. Post Office, both private corporations, also have offices in Mount Weather.

Pollock writes that the "cabinet members" are "apparently" appointed by the White House and serve an indefinite term, but that information cannot be confirmed, raising the further question of who holds the reins on this "back-up government." Furthermore, appointed Mount Weather officials hold their positions through several elected administrations, transcending the time their appointers spend in office. Unlike other presidential nominees, these apppointments are made without the public advice or consent of the Senate.

Is there an alternative President and Vice President as well? If so, who appoints them? Pollock says only this: "As might be expected, there is also an Office of the Presidency at Mount Weather. The Federal Preparedness Agency (precursor to FEMA) apparently appoints a special staff to the Presidential section, which regularly receives top secret national security estimates and raw data from each of the Federal departments and agencies. What Do They Do At Mount Weather?

1) Collect Data on American Citizens

The Senate Subcommittee in 1975 learned that the "facility held dossiers on at least 100,000 Americans. [Senator] John Tunney later alleged that the Mount Weather computers can obtain millions of pieces of additional information on the personal lives of American citizens simply by tapping the data stored at any of the other ninety-six Federal Relocation Centers."

The subcommittee concluded that Mount Weather's databases "operate with few, if any, safeguards or guidelines."

2) Store Necessary Information

The Progressive article detailed that "General Bray gave Tunney's subcommittee a list of the categories of files maintained at Mount Weather: military installations, government facilities, communications, transportation, energy and power, agriculture, manufacturing, wholesale and retail services, manpower, financial, medical and educational institutions, sanitary facilities, population, housing shelter, and stockpiles." This massive database fits cleanly into Mount Weather's ultimate purpose as the command center in the event of a national emergency.

3) Play War Games

This is the main daily activity of the approximately 240 people who work at Mount Weather. The games are intended to train the Mount Weather bureaucracy to managing a wide range of problems associated with both war and domestic political crises.

Decisions are made in the "Situation Room," the base's nerve center, located in the core of Mount Weather.

The Situation Room is the archetypal war room, with "charts, maps and whatever visuals may be needed" and "batteries of communications equipment connecting Mount Weather with the White House and 'Raven Rock'-- the underground Pentagon sixty miles north of Washington--as well as with almost every US military unit stationed around the globe," according to the Progressive article. "All internal communications are conducted by closed-circuit color television ... senior officers and 'Cabinet members' have two consoles recessed in the walls of their office."

Descriptions of the war games read a bit like a Ian Fleming novel. Every year there is a system-wide alert that "includes all military and civilian-run underground installations." The real, aboveground President and his Cabinet members are "relocated" to Mount Weather to observe the simulation. Post-mortems are conducted and the margins for error are calculated after the games. All the data is studied and documented.

4) Civil Crisis Management

Mount Weather personnel study more than war scenarios. Domestic "crises" are also tracked and watched, and there have been times when Mount Weather almost swung into action, as Pollock reported: "Officials who were at Mount Weather during the 1960s say the complex was actually prepared to assume certain governmental powers at the time of the 1961 Cuban missile crisis and the assassination of President Kennedy in 1963. The installation used the tools of its 'Civil Crisis Management' program on a standby basis during the 1967 and 1968 urban riots and during a number of national antiwar demonstrations, the sources said."

In its 1974 Annual Report, the Federal Preparedness Agency stated that "Studies conducted at Mount Weather involve the control and management of domestic political unrest where there are material shortages (such as food riots) or in strike situations where the FPA determines that there are industrial disruptions and other domestic resource crises."

The Mount Weather facility uses a vast array of resources to continually monitor the American people. According to Daniel J. Cronin, former assistant director for the FPA, Reconnaissance satellites, local and state police intelligence reports, and Federal law enforcement agencies are just a few of the resources available to the FPA [now FEMA] for information gathering. "We try to monitor situations and get to them before they become emergencies," Cronin said. "No expense is spared in the monitoring program."

5) Maintain and Update the "Survivors List"

Using all the data generated by the war games and domestic crisis scenarios, the facility continually maintains and updates a list of names and addresses of people deemed to be "vital" to the survival of the nation, or who can "assist essential and non-interruptible services." In the 1976 article, the "survivors list" contained 6,500 names, but even that was deemed to be low. Who Pays for All This, and How Much?

At the same time tens of millions of dollars were being spent on maintaining and upgrading the complex to protect several hundred designated officials in the event of nuclear attack, the US government drastically reduced its emphasis on war preparedness for US citizens. A 1989 FEMA brochure entitled "Are You Prepared?" suggests that citizens construct makeshift fallout shelters using used furniture, books, and other common household items.

Officially, Mount Weather (and its budget) does not exist. FEMA refuses to answer inquiries about the facility; as FEMA spokesman Bob Blair told Time magazine, "I'll be glad to tell you all about it, but I'd have to kill you afterward."

We don't know how much Mount Weather has cost over the years, but of course, American taxpayers bear this burden as well. A Christian Science Monitor article entitled "Study Reveals US Has Spent $4 Trillion on Nukes Since '45" reports that "The government devoted at least $12 billion to civil defense projects to protect the population from nuclear attack. But billions of dollars more were secretly spent on vast underground complexes from which civilian and military officials would run the government during a nuclear war." What is Mount Weather's Ultimate Purpose?

We have seen that Mount Weather contains an unelected, parallel "government-in-waiting" ready to take control of the United States upon word from the President or his successor. The facility contains a massive database of information on U.S. citizens which is operated with no safeguards or accountability. Ostensibly, this expensive hub of America's network of sub-terran bases was designed to preserve our form of government during a nuclear holocaust.

But Mount Weather is not simply a Cold War holdover. Information on command and control strategies during national emergencies have largely been withheld from the American public. Executive Order 11051, signed by President Kennedy on October 2, 1962, states that "national preparedness must be achieved... as may be required to deal with increases in international tension with limited war, or with general war including attack upon the United States."

However, Executive Order 11490, drafted by Gen. George A Lincoln (former director for the Office of Emergency Preparedness, the FPA's predecessor) and signed by President Nixon in October 1969, tells a different story. EO 11490, which superceded Kennedy's EO 11051, begins, "Whereas our national security is dependent upon our ability to assure continuity of government, at every level, in any national emergency type situation that might conceivably confront the nation."

As researcher William Cooper points out, Nixon's order makes no reference to "war," "imminent attack," or "general war." These quantifiers are replaced by an extremely vague "national emergency type situation" that "might conceivably" interfere with the workings of the national power structure. Furthermore, there is no publicly known Executive Order outlining the restoration of the Constitution after a national emergency has ended. Unless the parallel government at Mount Weather does not decide out of the goodness of its heart to return power to Constitutional authority, the United States could experience an honest-to-God coup d'etat posing as a national emergency.

Like the enigmatic Area 51 in Nevada, the Federal government wants to keep the Mount Weather facility buried in secrecy. Public awareness of this place and its purpose would raise serious questions about who holds the reins of power in this country. The Constitution states that those reins lie in the hands of the people, but the very existence of Mount Weather indicates an entirely different reality. On April 16, 1996, the New York Times reported on a mysterious military base being constructed in Russia: "In a secret project reminiscent of the chilliest days of the Cold War, Russia is building a mammoth underground military complex in the Ural Mountains, Western officials and Russian witnesses say.

Hidden inside Yamantau mountain in the Beloretsk area of the southern Urals, the project involved the creation of a huge complex, served by a railroad,a highway, and thousands of workers."

The New York Times article quotes Russian officials describing the underground compound variously as a mining site, a repository for Russian treasures, a food storage area, and a bunker for Russia's leaders in case of nuclear war.

It would seem that the Russian Parliament knows as little about Russian underground bases as the Congress knows about Mount Weather in the United States. "The (Russian) Defense Ministry declined to say whether Parliament has been informed about the details of the project, like its purpose and cost, saying only that it receives necessary military information," according to the New York Times.

"We can't say with confidence what the purpose is, and the Russians are not very interested in having us go in there," a senior American official said in Washington. "It is being built on a huge scale and involves a major investment of resources. The investments are being made at a time when the Russians are complaining they do not have the resources to do things pertaining to arms control."

Where's the Money Coming From?

The construction of the vast underground complex in Russia may very well become a cause of concern to the Clinton Administration. The issue of ultimate purpose for the complex, whether defensive (as with Mount Weather) or offensive (such as an underground weapons factory) is not the only issue Mr. Clinton has to worry about.

The real cause for concern is that the US is currently sending hundreds of millions of dollars to Russia, supposedly to help that country dismantle old nuclear weapons. Meanwhile, the Russian parliament has been complaining to Yeltsin that it cannot pay $250 million in back wages owed to its workers at the same time that it is spending money to comply with new strategic arms reduction treaties.

Aviation Week and Space Technology reported that "It seems the nearly $30 billion a year spent on intelligence hasn't answered the question of what the Russians are up to at Yamantau Mountain in the Urals. The huge underground complex being built there has been the object of U.S. interest since 1992. 'We don't know exactly what it is,' says Ashton Carter, the Pentagon's international security mogul. The facility is not operational, and the Russians have offered 'nonspecific reassurances' that it poses no threat to the U.S."

U.S. law states that the Administration must certify to Congress that any money sent to Russia is used to disarm its nuclear weapons. However, is that the case? If the Russian parliament is complaining of a shortage of funds for nuclear disarmament, then how can Russia afford to build the Yamantau complex?

America's Secret Bases Still Operational

The underground installations, ultra-secure manufacturing plants and once-secret laboratories America needed to wage the Cold War are still intact despite federal downsizing policies that have gutted many other military and civilian programs.

The Clinton administration during its first five years increased the staff at the massive Cheyenne Mountain Air Force and Army complex in the Rocky Mountains of Colorado. That famous underground vault where thousands of military strategists and technicians were, and still are, prepared to fight World War III is undergoing a $1.7 billion renovation to improve its computer systems that track missiles and orbiting space vehicles.

Nearly as healthy are the Department of Energy installations still used to assemble, refurbish and maintain the estimated 10,000 warheads in the United States' nuclear stockpile. And more hale than ever are the four major national laboratories that discovered atomic fission, the much more destructive nuclear fusion and the means to develop them into history's most dangerous weapons.

A Scripps Howard News Service study of federal civilian payroll records at 10 of these facilities found that employment at these institutions has declined about 8.8 percent during the Clinton administration. That's only about half of the manpower reductions made throughout the military and in the rest of the civilian government.

The so-called "peace dividend" predicted by former President George Bush has come in modest drabs to the Cold War's high technology infrastructure under Clinton. The 10 military bases, laboratories and production facilities in the Scripps Howard study still maintained 25,191 workers in 1997. But taxpayers received little benefit from these cuts because many of the jobs that remained are among the highest paid in the federal government. The study found that the total payroll at these 10 facilities grew during this five-year period from $994.5 million to $1.14 billion, or a 15 percent rise.

Only one facility, the White Sands Missile Testing Range in New Mexico, experienced a modest decline in civilian payroll costs. Total employment at Cheyenne Mountain rose by 12 civilian jobs during this period, increasing from 6,646 workers in 1992 to 6,658 as of Sept. 30 last year. This small increase makes the vast underground complex one of the few U.S. military bases to increase in size during the 1990s.

Birmingham said the base still watches for the launch of any high-altitude missile system anywhere in the world, and monitored Iran's launch of an intermediate range ballistic weapon last month. The center also tracks more than 8,500 objects in earth orbit to warn manned space flights of possible collision threats, and assists the Justice Department and U.S. Customs in illegal drug interdiction programs by trying to track aircraft suspected of carrying narcotics. In addition, Cheyenne Mountain operates military communication and navigation satellites that have become vital to Western armies. "Space support basically allowed U.S. forces to perform that famous 'left hook' operation (during the Persian Gulf War.) The Iraqis assumed no one could navigate that well in the desert.

The Scripps Howard manpower study found that the huge Department of Energy research facilities: Oak Ridge National Laboratory in Tennessee, Argonne National Laboratory near Chicago, Lawrence Livermore National Laboratory in northern California and New Mexico's Los Alamos - have survived despite White House downsizing policies.

These facilities were privatized decades ago and are operation centers for commercial research contractors. Even so, Department of Energy employees who remain to monitor the work performed at the labs have suffered only modest declines, dropping from 1,961 federal workers in 1992 to 1,615 employees last year. The overall employment at these laboratories is much, much larger. Only 77 workers at Los Alamos, N.M., are directly employed by the Department of Energy. But the vast lab facility managed by the University of California employs about 10,000 non-government works.

The overall contract work at these facilities grew as the labs conducted increasingly diverse research into basic physics with applications for industry and other non-defense government agencies. But their original mission of designing nuclear warheads, apparently, also has not suffered despite international agreements like the Comprehensive Test Ban Treaty.

The arms race with Russia is, officially, over. But the construction, assembly and development facilities that built the warheads and test the delivery systems continue with slightly reduced staffs. Total employment declined by 8 percent at the Savannah River Site in South Carolina, which produces bomb-grade uranium; the Pantex Plant in Texas, which assembles warheads; the Redstone Arsenal complex in Alabama ,which produced Cold War missile systems and continues to design weapons for the U.S. Army; and the several secured facilities scattered across the Nellis Air Force Bombing range in southern Nevada, home of the Nevada Test Site. These four groups of facilities employed 14,182 civilian workers in 1992 and 13,045 as of last year.

The Scripps Howard study is based upon civilian payroll records maintained by the U.S. Office of Personnel Management and obtained by the Transactional Records Access Clearinghouse at Syracuse University. The records provide information about 2.2 million federal employees as of Sept. 30, 1992 and for the 1.8 million employed on the same date last year.
